E213-02 Phsa Low-Carbon Cooling Infrastructure Performance, Decarbonization, And Resilience Strategy . Provincial Health Services Authority (Phsa Or The Authority) Is Seeking To Engage A Qualified Consulting Team To Complete A Low-Carbon Cooling Infrastructure Performance, Decarbonization, And Resilience Strategy For Selected Phsa Facilities. The Primary Purpose Of This Work Is To Understand Current Cooling Demand And Capacity, Identify Cooling System Performance Gaps, Assess Mechanical, Controls, Electrical, And Operational Constraints, And Develop A Practical Implementation Roadmap That Improves Cooling System Efficiency, Reliability, Maintainability, And Long-Term Decarbonization Outcomes. Resilience To Future Climate Conditions And Extreme Heat Events Is An Important Supporting Lens And Shall Be Integrated Into The Assessment Where It Affects Cooling Demand, Clinical Operations, System Reliability, Emergency Power Requirements, And Long-Term Infrastructure Planning. The Study Shall Focus First On Current Cooling Performance And Current Operational Limitations, Including Known Thermal Comfort Concerns, Cooling Capacity Constraints, Metering And Controls Gaps, Critical Space Requirements, And Adverse Impacts On Clinical And Building Operations. The Consulting Team Shall Then Assess How These Existing Issues May Be Exacerbated Under Future Climate And Extreme Heat Conditions, Including The 2050S And 2080S Or Other Appropriate Planning Horizons Agreed With Phsa. The Work Shall Result In A Prioritized Roadmap For Each Selected Facility That Identifies Scalable Operational, Maintenance, Recommissioning, Renewal, And Capital Measures. Recommendations Should Prioritize Practical, Maintainable, Non-Proprietary, And Operationally Manageable Solutions That Support Energy Efficiency, Greenhouse Gas (Ghg) Emissions Reduction, Utility Cost Management, Refrigerant Transition Planning, Cooling Reliability, Clinical Service Continuity, And Resilience To Future Heat Events. The Study Is Intended To Support Phsas Energy And Environmental Sustainability (Ees) Team, Facilities Maintenance And Operations (Fmo), Capital Projects And Planning, Clinical And Operational Stakeholders, Emergency Management, And Other Internal Groups In Making Informed Decisions Related To Cooling Infrastructure Renewal, Low-Carbon System Planning, Operational Improvements, Capital Prioritization, And Future Funding Applications.
