007Noi26my Clinical Support And Research Centre Project . Providence Health Care (Phc), The Owner, Intends To Negotiate An Amendment And Extension To The Existing Construction Management Agreement With Pcl Constructors Westcoast Inc. For Construction Management Services Associated With The Interior Fit-Out Of The Clinical Trials Unit (Ctu) And Simulation Centre Within The Clinical Support And Research Centre (Csrc) Project. The Maximum Value Of This Contract Amendment Will Be $1,000,000, Plus Tax, For Fees For The Work. Phc Has Chosen Not To Undertake A Separate Request For Proposal (Rfp) Process And Instead Negotiate Directly With Pcl Constructors Westcoast Inc. For The Following Reasons: • Pcl Constructors Westcoast Inc. Was Competitively Procured Through Request For Proposal 004Rfp23ez And Is Currently Engaged As The Construction Manager For The Csrc Project. • The Csrc Project Program Noted In Request For Proposal 004Rfp23ez Contemplated Shell Space Intended For Future Development As A Clinical Trials Unit And Simulation Centre, And The Request For Proposal Identified These Areas As Warm Shell Spaces Intended To Accommodate Future Program Development. The Base Building Design, Construction Sequencing, Building Systems Coordination, And Infrastructure Provisions Have Been Developed With These Future Uses In Mind. • Request For Proposal 004Rfp23ez Expressly Reserved Phcs Right To Amend The Scope Of The Project. The Clinical Trials Unit And Simulation Centre Fit-Outs Are Directly Related To Shell Spaces Identified In The Original Csrc Program And Represent A Logical Expansion Of Scope That Is Consistent With The Flexibility Contemplated Under The Original Competitive Procurement Process. • As The Incumbent Construction Manager, Pcl Possesses Detailed Knowledge Of The Csrc Design, Budget, Schedule, Procurement Strategy, Site Logistics, Trade Contractor Marketplace, Building Systems, Permit Requirements, Commissioning Approach, And Project Risks. This Knowledge Would Be Difficult To Replicate Through The Procurement And Onboarding Of A Separate Construction Management Team. • The Ctu And Simulation Centre Fit-Outs Are Highly Integrated With The Base Building Mechanical, Electrical, Architectural, Technology, Life Safety, Commissioning, And Occupancy Planning Activities Currently Being Coordinated By Pcl. Maintaining A Single Construction Manager Reduces Interface Risks, Coordination Issues, Potential Scope Gaps, And Disputes Between Multiple Contractors. • Pcl Is Uniquely Positioned To Integrate The Fit-Out Works With Ongoing Construction Activities, Allowing The Owner To Leverage Existing Site Mobilization, Temporary Facilities, Project Staff, Subcontractor Relationships, Procurement Packages, And Established Project Governance Structures. • Procuring A Separate Construction Manager For These Fit-Outs Would Increase Schedule, Coordination, And Integration Risks, Require Duplicate Mobilization And Management Structures, And Introduce Additional Interfaces Between Contractors. Given The Significant Overlap With Concurrent Tenant Fit-Out Activities And Ongoing Base Building Completion, Maintaining A Single Construction Manager Provides The Greatest Opportunity To Ensure Efficient Coordination, Minimize Disruption, And Support The Timely Delivery Of Operational Programs Within The Csrc. • Significant Efficiencies And Value For Money Can Be Achieved Through Continuity Of Project Leadership, Site Supervision, Procurement Processes, Project Controls, Bim Coordination, Scheduling, Cost Management, Commissioning Planning, And Quality Management Systems Already Established For The Csrc Project. Continuation Of Services With The Incumbent Construction Manager Supports Phc’S Objective Of Maintaining Project Continuity, Minimizing Delivery Risk, And Preserving Schedule Certainty. • Pcl Constructors Westcoast Inc. Confirms That It Has The Necessary Capacity, Personnel, Equipment, And Financial Resources To Successfully Complete The Work In Accordance With The Project Schedule. Based On Our Current Workload, Resource Planning, And Project Execution Capabilities, Pcl Is Confident In Its Ability To Achieve The Target Completion Date Of 2029/01/26 While Maintaining The Required Standards Of Quality, Safety, And Performance Throughout The Duration Of The Project. Contractors Or Construction Management Firms May Challenge This Decision By Sending An Email To Michael Yu By September 11Th At 15:00 Hours Local Time. Provide Evidence Demonstrating Your Qualifications, Relevant Experience, Available Resources, And Ability To Provide Equivalent Construction Management Services For A Highly Integrated Healthcare, Research, And Simulation Facility Project Of Similar Complexity Within The Required Project Schedule.
