Construction-Site Supervision Services – Operation Management Mission For The Works Of The Concerted Development Zone (Zac) Of The Lys Quarter In Saint-Louis. Saint-Louis Agglomération (Sla) Has Decided To Initiate The Development Of The Zone Known As The Lys District Through A Concerted Development Zone Known As The Zac Of The Lys District (Deliberation Of The Community Council Of June 28, 2017). The Files For The Creation, Construction And Programs Of Public Facilities Were Finalized On December 17, 2025. Sla Wishes To Entrust, On The Technical, Legal, Administrative And Financial Levels, The Study And Execution Of This Operation To An Operation Manager, In Application Of Articles L2422-3 And L2422-4 Of The Public Order Code. The Provisional Program For The Zac In The Lys District Is Described In The Implementation File Approved On December 17, 2025. The Services Give Rise To A Simple Public Contract Awarded In Accordance With Articles L2124-1, L2124 - 3 And R2161 - 12 To 20 Of The Public Order Code. It Sets All The Conditions For Performance Of The Services. There Are No Plans To Divide Them Into Batches, As This Is A Global Operation Management Mission. Division Into Lots Would Make The Execution Of The Services More Technically Complex And Financially More Costly. Furthermore, It Is Necessary To Have A Long-Term Holder Ensuring The Continuity And Overall Consistency Of The Services Provided. This Contract Takes Effect From Its Date Of Notification To The Holder And Until The Date Of Definitive And Unreserved Admission Of The Services. The Overall Forecast Duration Of This Contract Is 96 Months From Its Date Of Notification To The Holder (Scheduled For 15/12/2026) Until The Date Of Completion Of All The Missions Entrusted To The Service Provider. This Completion Date Corresponds More Precisely To The Later Of The Following Dates: - Obtaining Clearance For The Operation Relating To This Contract; - Where Applicable, Acceptance By Saint-Louis Agglomération Of The Market Closing Report Agreed As Part Of The Discharge Procedure. The Contract Duration May Be Extended By Modification Of The Contract Without This Extension Being Subject To Any Compensation From Sla. It Is Specified That For Each Mission, The Operation Manager May Propose In His Provisional Execution Schedule An Execution Time Lower Than The Maximum Imposed By The Contracting Authority. In This Hypothesis, The Deadline Proposed And Validated By The Project Owner Is Contractually Binding. In The Absence Of A Proposal For A Shorter Execution Time, The Maximum Execution Time Imposed By The Contracting Authority Prevails. The Holder, Unless It Is A Public Body, Must Provide Proof Of The Provision Of A Personal And Joint Guarantee Or A First Demand Guarantee Up To 100.00% Of The Amount Of The Advance.
