Public Road Transport Services – Management And Operation Of Public Non-Urban Passenger Transport Services In The Aléop En Sarthe Network. Since September 1, 2017, The Pays De La Loire Region Has Been The Delegating Authority For Non-Urban Transport Within Its Territorial Jurisdiction. The Purpose Of This Consultation Is To Award The Future Public Service Delegation Contract Concerning The Management And Operation Of Public Non-Urban Passenger Transport Services Of The Aléop Network In The Sarthe Territory. The Contract Comes Into Force From Its Notification, And At The Latest From August 30, 2027 And Until August 29, 2035. The Forecast Financial Volume Of The Concession Is €11,935,062 Excluding Tax, For One Year, Revenue Included. Characteristics Of The Future Contract: The Delegate, To Whom A Risk Linked To The Operation Of The Service Is Transferred, Assumes Its Execution By Putting In Place The Most Appropriate Means To Satisfy The Needs Defined By The Delegating Authority Which Consist In Particular Of: • Collecting Revenue From The Service In The Name And On Behalf Of The Delegating Authority And Bearing All Expenses Directly Linked To The Execution Of The Contract In Compliance With The Accounting, Tax And Regulatory Standards In Force; • Establish An Internal Organization Adapted To The Consistency Of The Service (Support Functions, Operations, Maintenance, Management, Etc.) Including In The Event Of Crisis Management; • Implement Any Policy To Develop Attendance, Particularly Marketing And Communication, In Conjunction With The Delegating Authority; • Implement Suitable Passenger Information Arrangements And Improve Them During The Execution Of The Contract; • Organize The Human, Technical And Financial Resources To Make The Operation Of The Information System More Reliable (Regional Tools / Delegate Tools); • Ensure An Optimal Level Of Quality Of Service For Users Throughout The Contract And Ensure Quality Monitoring; • Ensure The Upkeep And Maintenance Of The Equipment Made Available By The Delegating Authority; • Make Available The Goods Necessary For The Service Other Than Those Made Available By The Delegating Authority And In Particular The Rolling Stock; • Provide The Delegating Authority With Advice And Expertise To Improve The Transport Network During The Execution Of The Contract; • Produce On Behalf Of The Delegating Authority All Activity Monitoring Information Allowing Control Of The Delegating Authority Via The Production Of An Annual Report And Any Information Provided For In The Contract (Monitoring Dashboards, Etc.); • Use The New Distribution System Made Available By The Region; • Take Into Account The Harmonization Of Road Prices At The Regional Level; • Ensure The Management And Operation Of The Le Mans Bus Station; • Operate The Regular And On-Demand Services (Virtual Lines) Of The Entire Aléop En Sarthe Intercity Passenger Transport Network. • Operate The Tad/Pmr Service Accessible To People With Reduced Mobility And A Level Of Disability
