Tenders are Invited for Multi-Sectoral Needs Assessment (JMSNA) in Lebanon 2026-2027 Closing Date: : 5 working days after the briefing meeting (kick-off) Approved data collection tools Approved data collection tools The consultant shall develop the data collection tools and have them approved by WHH before data collection, analysis, and interpretation. This should be shared together with the Inception report. Deadline: 5 working days after the briefing meeting Validation workshop A workshop, in person, discussing the main findings of the final analysis (draft), including project and program staff, and WHHs partners MEAL and program staff, once data collection has ended. Validation workshop will be including the local authorities and community representatives from target governorates to validate findings and prioritize them as well. Deadline: 5 working days after the field data collection Draft Final Report Deadline final report: [Latest 5 working days after feedback on the draft report]. The consultant will prepare a draft final report with details of findings, recommendations and lessons learnt for review by WHH and partners. Deadline: 7 working days after the field data collection. Final Dissemination meeting A face-to-face meeting (in Beirut) to present and discuss the main findings of the final draft report with project/program and MEAL staff of all partners of WHH. Final Report The consultant will share a final report after incorporating the comments from WHH and partners. Deadline: Latest 6 working days after feedback on the draft report. Study Management Response Matrix The consultant, as part of their assignment, will elaborate a management response matrix, listing the recommendations and the addressee for each recommendation. They will further determine a priority level, stating how important and urgent they consider the recommendation. A standard Management Response Matrix template will be provided by WHH. Deadline: To be submitted together with the final report. 2 Pager The consultant will share a final report summary into 2 pagers after incorporating the comments from WHH and partners. Deadline: To be submitted together with the final baseline report. Photos The consultant(s) should provide a digital file with at least 30 photos of the assignment, including photos related to the study process (e.g. of group discussions, interviews, final workshop). The photos should be submitted in a JPEG or GIF format. The informed consent of the person presented is a prerequisite [written consent is a must] Deadline: To be submitted together with the final report. 4. Expertise Of the Consultant(s) This assignment is open to qualified consultancy firms, or research institutions with demonstrated experience in conducting large-scale, mixed-methods assessments in humanitarian and conflict-affected settings. The proposed consultant or team must meet the following requirements: The Team Leader must hold a postgraduate qualification in social sciences, development or humanitarian studies, economics, statistics, public health, evaluation, or another relevant field. At least eight years of relevant professional experience in humanitarian assessments, evaluations, applied research, or multi-sectoral studies in Lebanon context. Proven experience leading at least two comparable assignments, including multi-sectoral needs assessments, baselines, evaluations, or large-scale household studies. Previous JMSNA or MSNA experience is highly desirable. Demonstrated experience assessing humanitarian needs, early recovery, livelihoods, food security, WASH, shelter, health, protection, social cohesion, and access to essential services. Sound knowledge of the Lebanon humanitarian and socioeconomic context. Direct experience in southern Lebanon, particularly the South and Nabatiyeh governorates, is strongly preferred. Strong experience in mixed-methods research, including stratified multistage sampling, household surveys, KIIs, FGDs, structured observations, participatory approaches, and secondary-data review. Proven capacity to integrate protection, gender, age, disability inclusion, conflict sensitivity, accountability to affected populations, safeguarding, and do-no-harm principles into assessment design and implementation. Experience engaging with government institutions, municipalities, UN agencies, humanitarian coordination structures, local organizations, and affected communities. Strong analytical writing and data-visualization skills, with demonstrated ability to translate complex findings into practical and prioritized recommendations. Knowledge of GDPR requirements, applicable Lebanese data-protection requirements, informed consent, confidentiality, secure data management, and responsible handling of sensitive information. Fluency in written and spoken English is required for analysis, reporting, and presentations. The field team must be fluent in Arabic. The proposed team should include, at a minimum: A Team Leader/Multi-Sectoral Assessment Expert. A Quantitative Research and Sampling Specialist. A Qualitative Research and Protection/Inclusion Specialist. A Data Manager or Statistician. Qualified Arabic-speaking field supervisors and enumerators. One expert covers more than one function, is not acceptable. The technical proposal must clearly identify each team members role, level of effort, and relevant experience. The consultant must be independent and disclose any actual or potential conflict of interest. Key experts proposed in the offer may not be replaced without prior written approval from WHH. Any approved replacement must have qualifications and experience equal to or stronger than those of the originally proposed expert.
