Description: The European Union Agency For Criminal Justice Cooperation Intends To Initiate A Procurement Procedure For The Provision Of Copywriting, Editorial, Editing And Proofreading Services In English. The Services May Include The Drafting, Rewriting, Adapting, Editing And Proofreading Of Legal, Administrative And Communication-Related Content, Including Articles, Interviews, News Items, Reports, Publications, Summaries, Speeches And Video Scripts. Tasks May Also Involve Conducting Supporting Research To Enable The Performance Of The Tasks, Updating Existing Content And Adapting Texts To Different Target Audiences. The Contractor Will Be Expected To Ensure That Content Is Clear, Concise And Consistent With EurojustS Editorial Requirements And Applicable Style Guides, While Preserving The Intended Substantive And Legal Meaning Of The Original Texts. The Resulting Framework Contract With One Contractor Is Expected To Have An Initial Duration Of 24 Months, Renewable Twice For Periods Of 12 Months Each (24+12+12), For A Maximum Duration Of 48 Months. Exclusion Criteria: Tenderers Must Not Be In Any Of The Exclusion Situations Referred To In Article 138 Or Subject To Any Of The Grounds For Rejection Referred To In Article 143 Of Regulation (Eu, Euratom) 2024/2509 (Financial Regulation). Access To Procurement: Participation Is Open To Natural And Legal Persons Having Access To Eu Procurement In Accordance With Articles 179 And 180 Of Regulation (Eu, Euratom) 2024/2509. This Includes Economic Operators Established In An Eu Member State And Economic Operators Established In Third Countries Having A Special Agreement With The European Union In The Field Of Public Procurement, Under The Conditions Laid Down In The Applicable Agreement. Please Note That Eurojust Cannot Benefit From The Agreement On Government Procurement Concluded Within The World Trade Organisation (Gpa). Tenderers Must Comply With The Applicable Rules On Access To Procurement At The Time Of Submission Of Their Tender And Throughout The Performance Of The Framework Contract. The Rules On Access To Procurement Apply To All Members Of A Group Of Economic Operators. They Do Not Apply To Subcontractors Unless Otherwise Specified In The Procurement Documents. Subcontracting May Not Be Used To Circumvent The Applicable Rules On Access To Procurement. Interested Economic Operators Should Be Able To Comply, At Least, With The Following Selection Criteria: Legal And Regulatory Capacity: Authorisation To Perform The Contract Under Applicable National Law, Including Enrolment In A Relevant Trade Or Professional Register, Where Applicable. Economic And Financial Capacity: Average Annual Turnover Of At Least Eur 25,000 Over The Last Two Financial Years. Project Management Experience: Availability Of A Project Manager With At Least 5 Years Of Relevant Professional Experience. Copywriting Experience: Availability Of At Least Two Writers, Each With At Least 10 Years Of Professional Experience, Including At Least 5 Years Of Relevant Experience In The Role Concerned. Editing And Proofreading Experience: Availability Of At Least Two Editors/Proofreaders, Each With At Least 5 Years Of Relevant Professional Experience. One Team Member May Fulfil More Than One Role. Relevant Contract Experience: At Least 10 Contracts Of Similar Scope And Complexity Completed During The Last Three Years, Each With A Minimum Value Of Eur 1,000.
