The Hungarian University Of Physical Education And Sports Studies Conducts A Public Procurement Procedure In The Field Of Air Conditioning Maintenance And Repair Of Occasional Defects In The Xii. The Order Of Ad Hoc Repairs In Addition To General Maintenance Up To A Maximum Net Amount Of Huf 40,000,000 (Hourly Fee For Occasional Error Repair And Material Costs). The Tenderer Undertakes To Draw Down 70% Of The Fixed Amount For Ad Hoc Repairs. Reason For Exclusion Of Partial Tenders: In This Public Procurement Procedure, The Possibility Of Making Partial Tenders Is Not Ensured, Partly Due To The Professional Technological Connection Between The Individual Bid Elements And The Tasks To Be Performed, And Partly Due To The Optimal Use Of Human And Technical Resources. The Subject Of The Procurement Is The Maintenance And/Or Occasional Repair Of Air Conditioning And Air Handling (Hvac) Systems Consisting Of Individual Elements That Are Related To Each Other. It Is Not Feasible For Several Contractors To Carry Out The Maintenance Activity At The Same Time By Dividing The Responsibility. During The Examination Of The Complexity Of The Task, The Economic, Technical, Quality And Aspects Related To The Fulfillment Of The Contract, The Contracting Authority Found That Providing The Possibility Of Partial Bidding Is Unjustified. Bidding In Parts Would Negatively Affect Economic Rationality, Since, If The Possibility Of Partial Bidding Was Ensured, The Economic Operators Would Offer A Smaller Price Discount, Which Would Result In A Significant Increase In The Value Of The Compensation. Quality And Aspects Related To The Fulfillment Of The Contract (Time Schedule, Organization Of Work, Provision Of Complex Services) Are Also In Favor Of Not Bidding For Parts: Implementation With Several Contracts Would Significantly Increase The Administrative And Other Costs Of The Bidder And Jeopardize The Proper Quality Of The Tasks.
