Expression of Interest for Prefeasibility Assessment Anghel Saligny Urban Regeneration Project - Technical & Commercial The Anghel Saligny zone in Constana, Romania, represents a large-scale urban regeneration opportunity, encompassing approximately 400 hectares of underutilized industrial land with significant redevelopment potential. A proposed development model seeks to: · Unlock land value through strategic public investment and planning; · Establish a Land Development Entity (LDE) as a central delivery vehicle that would, among other things, raise debt to fund necessary infrastructure; · Enable private sector participation at scale, supported by institutional readiness and risk mitigation; · Finance infrastructure and public goods through land monetization and value capture mechanisms.
