Market Assessment: Evaluates labor market supply/demand, skill gaps, employer needs, and economic feasibility. Baseline Assessment: Captures starting benchmarks and demographic/socioeconomic baselines. Midline Assessment: Tracks ongoing implementation efficiency and project progress. Endline Assessment: Measures final overall impact, sustainability, and key lessons learned.
