The Commissioning Takes Place Gradually According To The Individual Service Phases. After The Award Process Has Been Completed, The Initial Plan Is To Commission Lps 2 To 3 And Associated Special Services. There Is No Legal Right To The Transfer Of All Planned Service Phases, Nor Is There A Legal Right To Further Assignment After The First Service Phases Have Been Provided.
