This Is A Negotiated Procedure With A Participation Competition In Accordance With Section 11 Paragraph 1 Sentence 1 Alt. 2 Vsvgv. Licenses For 30 Simultaneous Users Are To Be Procured. Optionally, There Should Be The Possibility Of Expanding The Number To Up To 75 Simultaneous Users (In This Case, This Means That This Option Must Be Offered. However, Ordering Additional Licenses (I.E. Those That Exceed The Number Of 30) Is Optional For The Client). The Licenses Should Have A Term Of 3 Years From The Order (For The 30 Licenses, This Is The Time Of Acceptance Of The System). The Client Reserves The Right To Extend The Term Up To Three Times By 12 Additional Months Each Time. The Procurement Essentially Includes The Following Services: Acquisition Of Analysis Software For The Comprehensive Analysis, It-Supported Comparison And Research Of Mass Data In The Inventory Of Several Partially Federated Source Databases As Well As Event-Related Imported Data, In Particular From The Backup Of Digital Evidence By The Sh Police, Which Can Generally Be Installed In An It Environment Of A Service Provider -On Premise-. This Includes A Productive, Development And Test System That Is To Be Integrated Into The Existing It Infrastructure Of The Sh Police. The Procedure Concerns A Classified Order In Accordance With Section 104 Paragraph 3 No. 2 Gwb Or Article 2 Letters B And D Of Directive 2009/81/Ec And Is Carried Out In Accordance With The Vsvgv. According To The Decision Of The Contracting Authority, Only Economic Operators Based In An Eu Member State Or Iceland Or Norway (“Eligible Participants”) Are Entitled To Participate (Through Applications And Offers). Applicants And Bidders May Not Include In Their Applications Or Offers Any Subcontractors Who Are Based In A Country Other Than Those Mentioned In The Previous Sentence (“Third Country”).
