In The Current Model, The Technical Implementation Of Municipal Services Is Part Of The It Organization Set Up By The State Of Fribourg. Sitel Ensures In Particular The Contractualization With Technical Service Providers And The Management Of It Developments, In Collaboration With The Digi-Fr Team Which Carries Business Needs And Ensures Functional Responsibility For Municipal Services. With The End Of The Digi-Fr 2023–2026 Program And The Evolution Of The Legal Framework Relating To E-Administration, This Model Is Expected To Evolve. From 2027, The Municipalities, Through The Entity Responsible For Representing Them, Will Take Over Responsibility For The Development, Operation And Maintenance Of Their Services On The Friborg Virtual Counter. They Will Thus Have The Capacity To Directly Mandate The Necessary Service Providers And To Manage The Technical Implementation Of Their Services From Start To Finish. This Call For Tenders Aims To Put In Place The Capacities Necessary For The Development And Maintenance Of Municipal Services In This New Model. Laop Aims To Establish A Contractual Framework Which Will Subsequently Allow The Acf, Depending On Its Needs And On The Basis Of A Predefined Catalog Of Services, To Award Its Mandates To The Referenced Partners Via Unit Consultations (Mini-Tenders) In A Simplified And Competitive Procedure.
