Request for proposals for Initial Evaluation of the Article 6 Climate Cooperation Fund (ACCTIF) PROJECT BACKGROUND: The Article 6 Climate Cooperation Trust Fund (ACCTIF) is a carbon finance initiative financed by Sweden through the Swedish Energy Agency and established to support Article 6 cooperation under the Paris Agreement through the development of high-integrity mitigation activities and the acquisition of Internationally Transferred Mitigation Outcomes (ITMOs) for the account of Sweden. The Fund aims to support partner countries in developing institutional and operational readiness for carbon markets under the nascent 6.2 mechanism of the Paris Agreement, facilitate carbon transactions, and contribute to sustainable development and environmental integrity. The Trust Fund operates under the ACCTIF Fund Rules and associated Governance Principles. In accordance with Article 12 of the ACCTIF Fund Rules, an independent initial evaluation shall be conducted by an external third party nominated by the Trustee, within 2 years of operation. This evaluation is intended to assess the effectiveness, integrity, governance arrangements, and operational performance of the Fund in its early stages. The Article 6 Climate Cooperation Fund (ACCTIF) was formally established in September 2024, following the transition from the earlier Mobilizing Article 6 Trading Structures (MATS) programme. The Fund is capitalised primarily through a SEK 300 million contribution from the Swedish Energy Agency, complemented by legacy funds carried over from MATS, and will operate over the period September 2024 to December 2035. GGGI serves as Trustee of the Fund, acting on behalf of contributing participants in accordance with the ACCTIF Rules and individual Contribution Agreement. Governance arrangements are anchored in these Rules, with GGGI responsible for fiduciary oversight, fund administration, and transaction execution under the strategic direction and approvals of the Fund participant. As of May 2026, ACCTIF operates across a defined set of partner countries (Côte dIvoire, the Dominican Republic, Nepal, and Zambia) supporting host governments in developing Article 6 governance frameworks while preparing and structuring mitigation activities for international carbon market transactions. GGGIs role as Trustee encompasses operational management, origination support, engagement with host country institutions, and execution of Mitigation Outcome Purchase Agreements (MOPAs) on behalf of the Fund. The relationship is governed by formal trusteeparticipant arrangements, under which GGGI acts in a fiduciary capacity, ensuring integrity, transparency, and alignment with Article 6 of the Paris Agreement while leveraging its in-country presence and technical expertise to advance the Funds objectives. ACCTIF is also subject to financial audit, which is outside the scope of this evaluation. Following mobilization in Q4, 2024, the year 2025 represented ACCTIFs first full operational year, with significant progress made in moving from readiness to transaction-focused implementation. Key milestones included the launch and completion of Expressions of Interest call for mitigation activity ideas in Nepal and Côte dIvoire, resulting in the shortlisting of mitigation activities for further development, the signing of a bilateral Article 6 agreement between Sweden and the Dominican Republic in June 2025, and the signing of a term sheet for a Bagasse Cogeneration Project in Zambia in October 2025. The Funds portfolio had advanced through project preparation, due diligence, and deal structuring stages, establishing a clear pipeline for MOPA negotiations and future ITMO contracting. ASSIGNMENT OBJECTIVE: The purpose of this evaluation is to provide an independent assessment of the governance, operational effectiveness, integrity, and overall performance of ACCTIF during its initial implementation phase (first two years of operation). The evaluation will serve both accountability and learning purposes. Specifically, the findings are expected to: Assess whether ACCTIF governance and operational arrangements are functioning as intended under the Fund Rules; Identify strengths, weaknesses, risks, and operational gaps; Generate practical recommendations to improve governance effectiveness, operational efficiency, transparency, accountability, and strategic performance; Inform future operational and governance adjustments by the Fund Committee and Trustee; Support institutional learning for future carbon finance and Article 6 initiatives.
