The City Of Kelowna Delivers Services Through A Large Number Of Administrative And Operational Business Processes That Are Documented Inconsistently, Or Not At All. Process Knowledge Is Largely Held By Individual Staff, Which Slows Onboarding, Obscures Duplication And Hand-Off Delays, And Makes It Difficult To Prioritize Automation Or Process-Improvement Investment On Evidence Rather Than Opinion. Objective: Procure A Subscription To A Hosted Workflow-Capture And Analysis Platform, So That The City Can (A) Produce Accurate, Current, Reusable Process Documentation From Observed Work Rather Than Manual Write-Ups, (B) Identify Measurable Inefficiencies, Including Rework Loops, Redundant Steps, Hand-Off Delays, And Unnecessary System Switching Across In-Scope Workflows, And (C) Maintain A City-Owned, Searchable Workflow Library That City Staff Can Extend Without Further Contractor Involvement. The City Is Procuring An Outcome: Documented, Analyzable, And Maintainable Workflows In A City-Controlled Repository.
