The Competition Is Conducted In Accordance With The Public Procurement Act Of 17 June 2016 No. 73 (Loa) And The Public Procurement Regulations Of 18 August 2016 No. 974 (Foa). Part I Of The Regulations And The Guidelines Given In This Document Apply To This Procurement.2 Backgroundtrondheim Municipality Needs To Associate A Supplier Who Can Carry Out An Annual Follow-Up Survey Among A Representative Sample Of Trondheims Population Over The Age Of 15. The Selection Must Have A Minimum Of 1,000 Respondents And Must Be Representative In Terms Of Gender, Age, Level Of Education And Place Of Residence/District. The Survey Will Provide Insight Into The Citizens Attitudes And Self-Reported Behavior Related To The Municipalitys Current Municipal Sub-Plan For Energy And Climate, Climate Lifts (Appendix 1). The Survey Will Be The Ninth In A Series Of Annual Surveys, And Several Of The Questions Have Been Retained. It Is Crucial For The Municipality That The Methodology Enables Comparison Of Data Over Time To Identify Important Trends. In 2024/2025, The Structure Of The Survey And Several Of The Questions Were Changed To Comply With The Newly Adopted Energy And Climate Plan, While The Method Was Changed From A Telephone Interview To A Web Panel. The Current Battery Of Questions Is Attached (Appendix 2). The Results Will Contribute To Providing Insight Into The Citizens Understanding Of - And Relationship To - Climate Measures, And Will Be Included As A Decision-Making Basis For The Municipalitys Further Climate Work. The Survey Will Also Contribute To A Better Understanding Of The Target Group (Expand Our Personas) And Supplement The Knowledge Base For More Accurate Climate Communication.
