The City Of Espoo Has Initiated The Preparation Of The General Planning Software Procurement And Invites Suppliers To The Market Dialogue. The Object Of The Procurement Is A Spatial Information Software Solution For The Production Of Data Model-Based General Plans In Accordance With The Requirements Of The Act On The Information System Of The Built Environment (431/2023) And The Ryhti System. The General Zoning Software Solution Is Used For Planning, Drawing, Managing And Publishing General Plans In Different Stages Of The Zoning Process Together With Other Systems In Use In The City Of Espoos Urban Environment Sector. In Addition To This, The Software Solution Is Intended To Prepare Various Geospatial Data Analyzes For The Needs Of Planning. The Preparation Of A General Plan Is A Long-Lasting Process That Takes An Estimated 3-10 Years. In The City Of Espoo, Different Phases Of The Master Plan Are Completed In About 1-2 Years. There Can Be Up To Several Hundreds Of Documents In One Master Plan Project. The General Planning Software Solution Has A Total Of Approximately 25 Main Users. The Software Solution Can Also Be Used On A Small Scale As Needed In Station Planning And Traffic Planning Tasks, Especially With Regard To Geospatial Functions And Analyses. At The Moment, The General Formulas Are Prepared With The Qgis Geospatial Software In The Postgresql/Postgis Database. In Addition To This, General Planning Information And Documents Are Also Managed In The Trimble Locus Municipal Information System And The Document Management System. In The City Of Espoo, General Formulas Are Transferred To Trimbles Locus Cloud For Export To The Ryhti System As A Json File Transfer. The Permanent Pattern Id Is Obtained From The Ryhti System In Trimble Locus Pattern Register, From Where It Is Copied To The Drawing Program Of The General Pattern. The Plans Are Transferred To The Ryhti System From Trimble Locus, Where The Management Of Plan Items Id And Plan Changes As Well As The Transfer Of The Attached Files Of The Plans To The Ryhti System Take Place. Due To Changes In The Legislation, The Goal Of The General Zoning Software Procurement Is To Acquire A General Zoning Software Solution For The City Of Espoo That Is Compatible With The Ryhti System, In Production Use, With Which General Plans Are Drawn Up In A Uniform And Structured Form As Part Of A Smooth Production Process. The General Planning Software Solution Must Support The Quality And Timeliness Of The Information, Reduce Manual Work And Enable The Efficient Utilization Of General Plan Data In The Ryhti System And For Other Purposes. As Needed. The Functionality Of The General Planning Software Solution Is Aimed To Cover E.G. The Following:- Tasks Related To The Planning Of General Zoning- Data Model-Based General Plan Production- Spatial Data Analyzes And Other Spatial Data Functionalities- Digital Workflows Of General Zoning- Ryhti Objects Database- File-Based Transfer Of Plan Data To The Ryhti System Via The Trimble Locus Municipal Information System- Reporting - Management Of User Roles And Access Rights. The Purpose Of The Market Dialogue Is To Map The Market Situation Regarding General Zoning Software Procurement. The City Of Espoo Wants To Hear The Thoughts Of Potential Suppliers Regarding The Execution Of The Tender And The Preparation Of The Request For Tenders. Schedule Of The Market Dialogue The Market Dialogue Will Initially Take Place In Three Stages: 1. Through Teams, Initially In Weeks 40-41. The Procurement Unit Reserves The Right To Invite 4-6 Suppliers To The First Phase Of The Dialogue Based On The Information Request Responses. The Aim Of This First Phase Is To Get To Know The Companies And Products On The Market, For Example By Means Of Company And Product Presentations And Demos By Suppliers. 2. Piloting Tentatively During October-November 2026. The Procurement Unit Also Reserves The Right To Pilot The Software Offered By Suppliers For Planning And Drawing General Zoning As Part Of The Market Dialogue Before The Publication Of The Request For Tenders, So That Procurement Can E.G. Broadly Identify The Features And Functionalities Of Different Software And Better Prepare Tender Documents, E.G. Functional Requirements. The Procuring Unit Selects A Maximum Of Three Software For The Pilot, With An Emphasis On The Software Of Which The Procuring Unit Has The Least Previous User Experience And Whose Piloting Is Estimated To Produce The Most Added Value For The Procurement Preparation In Terms Of The Overall Picture Of The Softwares Features, Functionality And Usability. The Procurement Unit Does Not Undertake To Pilot Software Solutions And May Decide Not To Implement The Pilot. 3. Bid Documents Will Be Sent To Those Who Have Registered For The Market Dialogue For Commenting, Estimated In November-December 2026. The Last Stage Of The Market Dialogue Will Be Conducted Electronically. The Written Material Will Be Sent To All Those Registered For The Market Dialogue For Perusal. The Dialogue Of The Third Phase Will Take Place On The Content Of The Preliminary Request For Tenders, The Definition Of Requirements And The Terms Of The Contract. The Procurement Unit Reserves The Right To Further Dialogues As The Market Survey Progresses. The Procurement Units Goal Is To Start The Actual Bidding Process In The Spring Of 2027 And The Implementation Project In The Fall Of 2027, So That The New System Can Be Put Into Use In The Spring Of 2028.
