Expression of Interest for Recruitment of a Consulting Firm to Develop a Digital system for monitoring and tracing of registered pharmaceutical products in West Africa Counterfeit medical products have become a major development challenge in West Africa, where smuggled medicines and vaccines are estimated to account for 2060% of the formal market across the region. Moreover, the region has been battered by recurring epidemics and persistent insecurity, which have fueled the expansion of the illicit medical products trade. Complex interlinkages between the formal and informal sectors further create a safety net for this illegal activity. All countries in the subregion, to various degrees, are affected by the illicit medical products trade. The Region has therefore recognized it as a key issue and has taken several initiatives to tackle it. Generally, these initiatives aim to provide guidance at the regional level, harmonize the policies of Member States and enhance cooperation and the pooling of resources. Therefore, WAHO seeks to support the implementation of a digital Track-and-Trace System to WAHO HEADQUARTERS/OOAS SIEGE - 19, Rue de la Paix, Sebroko, Abidjan, Côte dIvoire E-mail: [email protected] Website: http://www.wahooas.org catalyze regulatory convergence, improve market surveillance, and enhance supply chain efficiency by improving supply chain end-to-end visibility across ECOWAS Member States. The primary objective is to support the implementation of a digital system for monitoring and tracing pharmaceutical products registered across the ECOWAS region. This is especially timely given that some countries, such as Nigeria, are already experimenting with national traceability systems, while others are considering adopting these tools. 3. The consulting firm will be responsible to support the development of a digital system for monitoring and tracing of registered pharmaceutical products of National Medicine Regulatory Authorities (NMRAs) in the ECOWAS Region, according to the global accepted GS1 General Specifications. The consulting firm will work closely with targeted NMRAs, under the general supervision of the DPI Project Coordinator, Director of the Department of Public Health and Research (DPHR) and the Director of the Department of Health Planning and Information (DHPI) 4. The assignment will be implemented over a period of 150 days starting from the signing of the contract and will require approximately 180 man-days. The consulting firm must have: Minimum of ten (10) years of experience in providing digital health systems services, particularly pharmaceutical regulatory information systems. Extensive and proven combination of skills and expertise in digital health systems gained through previous experience of similar work in or outside the ECOWAS region. Ensure the provision of consultancy services in the official languages of ECOWAS Member States (English, French, or Portuguese). The ability to deploy a team with a minimum of three (3) experts consisting of one (1) lead consultant and one (1) associate consultant and one (1) pharmaceutical specialist.
