Tenders are invited for Project Evaluation Consultant Ecosystem Restoration and Community Resilience Building in Nokor Pheas Commune, Angkor Chum District, Siem Reap Province . Objective of the Assignment The objective of this consultancy is to conduct a final project evaluation to assess the projects relevance, effectiveness, efficiency, results, sustainability, gender and social inclusion, environmental contribution, and lessons learned. The evaluation will provide evidence-based findings and practical recommendations to PADEK, GEF SGP/UNDP, project partners, local authorities, communities, and other stakeholders. 3. Scope of Work 1. Review relevant project documents, including the project proposal, logical framework, work plan, progress reports, activity reports, monitoring data, financial summary, case study, video products, and other available documents. 2. Prepare an evaluation plan, including evaluation questions, methodology, tools, interview list, field schedule, and report outline. 1 3. Conduct field data collection in Nokor Pheas Commune through interviews, focus group discussions, field observation, and consultations with beneficiaries, farmers, community leaders, local authorities, PADEK, and relevant stakeholders. 4. Assess project performance against planned objectives, outputs, indicators, and expected results, including agroecology, pond restoration, tree planting, green enterprises, community governance, womens participation, livelihood improvement, and environmental sustainability. 5. Prepare and submit the inception note, draft evaluation report, presentation of key findings, and final evaluation report. 4. Methodology The Consultant is expected to apply a participatory, evidence-based, and practical evaluation approach. The evaluation should combine document review, field consultation, observation, and analysis of project results against the approved project objectives, outputs, indicators, and expected outcomes. The methodology should include the following key steps: Desk Review: Review relevant project documents, including the project proposal, logical framework, work plan, progress reports, activity reports, monitoring data, financial summary, photos, videos, case study, and other available project evidence. Evaluation Framework and Tools: Develop a simple evaluation framework, evaluation questions, interview guides, focus group discussion guides, field observation checklist, and reporting outline. The evaluation should assess relevance, effectiveness, efficiency, results, sustainability, gender and social inclusion, environmental contribution, lessons learned, and recommendations. Field Data Collection: Conduct field visits in Nokor Pheas Commune to collect information from project beneficiaries, farmers, community leaders, local authorities, PADEK staff and relevant stakeholders through key informant interviews, focus group discussions, and field observation. Assessment of Project Results: Assess progress and achievements against the projects planned outputs and indicators, including agroecological farming practices, community pond restoration, tree planting, green enterprise development, community governance, womens participation, livelihood improvement, and ecosystem restoration. Triangulation and Analysis: Compare and verify information from different sources, including project documents, monitoring data, interviews, focus group discussions, field observations, photos, videos, and beneficiary feedback to ensure balanced and credible findings. Validation and Reporting: Present preliminary findings to PADEK for feedback, incorporate relevant comments, and prepare a concise final evaluation report with clear findings, conclusions, lessons learned, and practical recommendations for future programming.
