Context The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZs portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region. a. Brief project overview The Project Prevention of Sexual and Gender-based Violence, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is designed to advance state and non-state actors contributions to implementing national regulations on sexual and gender-based violence in Rwanda in line with the target groups needs. The projects envisaged target group are women and girls, as they are primarily affected by SGBV. Its political partner is the Ministry of Gender and Family Promotion (MIGEPROF), intermediaries are governmental and non-governmental service providers and institutions, such as the Gender Monitoring Office (GMO), the Isange One Stop Centre (IOSC) at district level, local authorities and non-governmental organisations (NGOs). The project includes four Outputs. Under Output 1 the project aims tostrengthen the National Gender Machinery (NGM) and key state actors in their mandate to strategically coordinate, plan, and sustainably finance SGBV prevention and response measures at national and subnational levels. Under Output 2 the project aims to strengthen local administrations when dealing with Sexual and Gender-based Violence (SGBV) survivors based on the requirements set out in the reintegration guidelines. Under Output 3 the project aims at strengthening selected NGOs financial, organisational and monitoring capacities, enabling them to improve quality and continuity of services mainly related to SGBV and Sexual and Reproductive Health and Rights (SRHR). Under Output 4 the project strengthens NGOs expanding the opportunities open to the Rwandan population for helping to shape socio-political change with regard to SGBV. b. Context The government of Rwanda has ratified relevant international conventions, including the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Maputo Protocol, the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), amongst others, and has defined relevant national commitments in the National Gender Policy (2021), the Action Plan to Prevent Violence Against Women (2019) and the Economic Development and Poverty Reduction Strategy II. Through the establishment of Isange One Stop Center (IOSC), i.e. multi-service-centres for those affected by SGBV, decentralised services for medical, legal and psychosocial support have been put in place at district level. Nevertheless, due to different factors, including possibly intimidating prosecution processes and economic dependencies of those who are affected by SGBV, as well as (geographical) access barriers, these support services are not yet sufficiently used. They also could be enhanced with regard to recognised quality criteria and hence do not fully address the needs of those affected by SGBV. Despite the limited availability of representative data on the prevalence of sexual and gender-based violence (SGBV) in Rwanda, it is possible to recognise clear tendencies on the basis of the data that is available. Two out of five women have experienced physical violence from the age 15, more than half (56%) of married women in Rwanda state that they have experienced intimate partner violence at least once, and around 22% of girls and women between 15 and 49 have been confronted with sexual violence. Women and girls with disabilities are particularly vulnerable in terms of experiencing SGBV. SGBV generates high costs for those who are affected, their households, as well as the private sector and the government. The situation with regards to Sexual & Reproductive Health and Rights (SRHR) is challenging also against the background of rising numbers of unplanned, early pregnancies. These are significant barriers towards social cohesion, peace and development. Against this background the Project Prevention of Sexual and Gender-based Violence aims at strengthening selected NGOs financial and organisational capacities, enabling them to improve quality and continuity of services mainly related to SGBV and SRHR. Tailored advisory processes will enable the NGOs to strengthen financial planning, develop or refine and implement financial sustainability plans, and secure funding for their core services. Delivery will include strategy consulting; the development or further development of sustainability plans; market and client analyses; the development and design as well as facilitation and moderation of co-creative processes; and technical and process advisory services, including technical assistance and coaching to each NGO to implement at least two priority income-generating or sustainability measures identified in the business plans, including troubleshooting implementation challenges, adapting approaches where necessary, and documenting progress and lessons learned.The assignment therefore requires close, ongoing cooperation with the selected NGOs. c. Tasks to be performed by the contractor The assignment will contribute to Output 3 of the Project Prevention of sexual and gender-based violence. The contractor will be responsible for achieving the following indicator: 3 NGOs advised by the project have each implemented 2 measures from developed sustainability plans to strengthen more independent financing of their services and prevention activities to a level of quality approved by GIZ. As a result, they are generating own-source income, increasing their financial autonomy, and safeguarding the continuous delivery of their core services. The contractor is responsible for providing the services, work packages and the corresponding milestones described below: The assignment covers the full participatory advisory process for three NGOs selected by GIZ Rwandas Project Prevention of Sexual and Gender-based Violence (P-SGBV). The process focuses on the development of financial sustainability plans, or where such plans already exist,on their enhancement to foster more diverse resource mobilisation. The assignment also includes designing and implementing co-creative processes to leverage existing creative potential and generate additional new ideas. The consultancy shall be implemented as a full participatory process, in close coordination and collaboration with each NGO, to ensure that both the process, its outputs and outcomes are aligned with the needs of the three NGOs. The governance and steering arrangements shall reflect this approach by establishing participatory structures and decision-making modalities; defining regular coordination mechanisms with each NGO and the GIZ team; ensuring continuous alignment and transparency throughout all phases of the assignment. The contractor provides equipment and supplies (consumables) and assumes the associated operating and administrative costs. The contractor manages costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ. The contractor reports regularly to GIZ in accordance with the current General Terms and Conditions of Contract for supplying services and work (AVB) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. In addition to the reports required by GIZ in accordance with the current AVB, the contractor submits the following reports: Brief inception report and presentation Brief quarterly results-oriented reports on the implementation status of the project with brief description of identified potential stories of change (3-5 pages) Service Package 1: NGO I The first service package involves the work with NGO number I to review its existing sustainability plan, as well as the development of a comprehensive overview of its assets. Furthermore, it includes the provision of advice on identifying legal, regulatory, and compliance requirements for income-generating activities as well as respective capacity development measures. A co-creative process as part of the consultancy work can be designed to develop ideas beyond the existing sustainability plan (see service package 4). The service package also includes technical and process consulting for the implementation of selected measures. The contractor is responsible for providing the following services: Preparation and moderation of a kick off workshop with GIZ team and NGO Provision of strategic advisory services comprising market and client analyses, plus a systematic review of the existing sustainability plan and an assessment of the organisations potential assets. The assessment of the organisationals potential assets shall have a focus on business advice on well-functioning small-scale clinics and how to extend an already existing information and counselling hotline to online counselling. Providing support to revise and enhance an existing document that is needed for further business.
