Ambulances – Delivery Of Two C-Type Road Ambulances With 4X4 Drive. 1. The Subject Of The Order Is The Delivery Of 2 Brand New Type C Road Ambulances With 4 X 4 Drive For The Cieszyn Emergency Service. 2. Ambulances Must Meet The Requirements Of The Current Standard Pn En 1789 Or Equivalent In The Field Of Type C Ambulances. 3. The Ordering Party Requires The Delivery Of Brand New, Unused Vehicles From The Year Of Production 2026. 4. Detailed Requirements Regarding The Subject Of The Order, Technical Description And Parameters Are Included In Annex No. 2 To Swz - Form Of Required Parameters. 5. The Ordering Party Does Not Allow The Possibility Of Submitting Partial Offers. The Ordering Party Refrained From Dividing The Order Into Parts Because The Subject Of The Order Includes The Delivery Of Two Brand New Ambulances, Which Constitute A Comprehensive Product Consisting Of A Base Vehicle, Completed Medical Structures And Complete Medical Equipment That Meets The Requirements Of Applicable Law And Standards Applicable To Road Ambulances. The Subject Of The Order Is One, Functionally And Organizationally Coherent Task, Co-Financed By The Civil Protection And Civil Defense Program For 2025–2026 (Area Ii). According To The Subsidy Agreement, The Task Includes The Purchase Of 4 X 4 Ambulances With Equipment (Electric Stretcher, Electric Cardiology Chair, Respirator, Infusion Pump, Electric Suction Pump, Defibrillator). Entrusting The Implementation Of The Entire Order To One Contractor Will Allow Maintaining Uniform Standards Of Workmanship And Equipment Of Vehicles, Facilitate Their Operation, Maintenance And Servicing, And Will Also Ensure Consistency Of Warranty Conditions And The Contractors Responsibility For The Implementation Of The Entire Order. Dividing The Order Into Parts, In Particular Awarding A Separate Order For Each Ambulance, Could Lead To The Delivery Of Vehicles And Equipment That Differ In The Technical Solutions Used Or The Standard Of Workmanship, And May Also Result In The Need To Use Different Principles Of Operation, Servicing And Warranty Rights. Execution Of The Order By One Contractor Also Ensures Clear Responsibility For The Proper And Timely Performance Of The Entire Subject Of The Order And Limits The Organizational Risk Associated With Coordinating Deliveries Carried Out By Several Contractors. Failure To Divide The Contract Into Parts Does Not Result From The Intention To Restrict Competition, But From The Nature And Functional Coherence Of The Subject Of The Contract, The Need To Ensure A Uniform Standard Of Ambulances And Their Equipment And To Ensure Efficient And Comprehensive Implementation Of The Task. Therefore, The Failure To Divide The Contract Into Lots Does Not Lead To A Restriction Of Fair Competition Or Violate The Principle Of Proportionality. There Are Many Contractors On The Market, Including Small And Medium-Sized Entrepreneurs, With The Potential To Comprehensively Implement The Subject Of The Contract, Therefore The Decision Not To Divide The Contract Into Parts Does Not Limit The Possibility Of Bidding
