The Subject Of The Public Contract Is The Provision Of Comprehensive Security, Cleaning Services And Security Cleaning Services (Hereinafter Also Service To Denote A Set Of Services, Security To Denote A Guard And Security Service And Cleaning To Provide A Cleaning Service) For The Following Premises: 1) Municipal Stadium Ostrava, Street Závodní 2992/86D, 703 00 Ostrava-Vítkovice, 2) Bazaly Campus, Bukovanského Street 1028/4, 710 00 Ostrava-Slezská Ostrava, 3) Ostravar Arena (Mustang Arena From 1 September 2026), Ruská Street 3077/135, 700 30 Ostrava-Zábřeh, 4) Extension Of Ostravar Arena (Mustang Arena From 1 September 2026), Ruská Street 3077/135, 700 30 Ostrava-Zábřeh, 5) Multifunctional Hall, Ruská Street 3077/135, 700 30 Ostrava-Zábřeh, 6) Athletic Hall, Ruská Street 3077/135, 700 30 Ostrava-Zábřeh(Hereinafter Also Objects).Security Will Primarily Consist Of 1) Provision Of Guard Service, Reception Service And Security Cleaning Services,2) Implementation Of Technical Security Supervision In The Form Of A 24/7 Monitoring Center, Including The Reception And Distribution Of Reports Of Extraordinary Events,3) Implementation Of Requirements For Operational Changes In Guard Duty, Especially In Connection With Sports Or Cultural Events In Buildings,4) Interventions To Verify Or Resolve Security Incidents, Security-Undesired Situations And Conditions Or Suspicions Of Their Occurrence,5) Documentation And Notification Of Security Incidents, Undesirable Security Situations And Conditions Or Suspicions Of Their Occurrence, Notification Of Malfunctioning Of Security Technologies Or Processes,6) Initial Organization Of Safety Evacuation Or Other Guidance Of Groups Of Persons Or Individuals,7) Operation Of Safety Technologies, Safety Aids And Other Safety Equipment,8) Development Of Security Awareness And Security Education Of Important Roles.Security Will Be Provided By The Selected Supplier To The Extent And Under The Conditions Specified In This Call For Tenders And Its Annexes, While It Must Be Provided In Full Compliance With Generally Binding Legal Regulations, Relevant Methodologies Of The Ministry Of The Interior Of The Czech Republic And Standards Determined By The Contracting Authority, Published On The Contracting Authoritys Website. Annex No. 1 – Specification Of The Subject Of Performance Is Particularly Binding For The Material Construction Of The Offer And For The Management Of The Quality Of Delivery During The Performance Of The Contract.As Far As The Methodologies Of The Ministry Of The Interior Of The Czech Republic Are Concerned, These Are Mainly:- Security Standard To Protect Soft Targets,- Basics Of Soft Target Protection Methodology,- Soft Target Coordination Methodology For The Phase After A Security Incident,- Soft Target Security Plan,- Evaluation Of The Threat Of A Soft Target,- Soft Target Protection Methodology,- Safety Standards For Organizers Of Sports, Cultural And Social Events.For The Purposes Of The Procurement Procedure, The Normal Performance Of The Service For Guarding The Objects Listed In Chapter 4.1. Is Considered To Be The Basic Range Of Security, While Normal Performance Of The Service Is Considered To Be Such A Situation Where There Is No Need For A Numerical Reinforcement Of Security Due To The Action Being Taken Or Other Circumstances In The Clients Facilities. The Cleaning Will Consist Of Ensuring That Cleaning Work Is Carried Out In The Contractors Premises As Stated Above In The Procurement Documentation, In The Manner And To The Extent Specified In Appendix No. 1. The Delivery Will Include The Use Of The Contractors Own Cleaning Products, Tools And Machines. An Integral Part Of Cleaning Is Also The Obligation To Replenish Hygiene Products (Toilet Paper, Soap, Etc.) According To The Instructions Of The Principal, While The Principal Will Provide These Hygiene Products To The Supplier.An Integral Part Of The Cleaning Is The Organizational-Personnel Connection With The Security Architecture, Regular Practice Of Responding To Relevant Security Incidents And Corresponding Training. The Requirements For Cleaning Are Thus Also Reflected In The Requirements For Security.Furthermore, The Client Requires That Cleaning Services Are Not Only Provided As A Planned Activity, But That They Are Also Able To Fulfill The Function Of Immediate Response To Operational And Security Situations Arising During The Operation Of The Facilities. The Client Knows From His Own Experience That These Situations Cannot Be Fully Predicted In Advance And Cannot Be Resolved Through A Separately Organized Cleaning Service That Is Not Directly Managed And Coordinated Within The Facilitys Security Regime.For That Reason, It Is Required That The Supplier Ensure The Availability Of Cleaning Capacities Throughout The Duration Of Providing Security So That It Is Possible To Respond Immediately To Situations That Arise. For That Reason, The Contracting Authority Also Requires Readiness For Operational Interventions Triggered By Security Activities Or The Occurrence Of Operational Or Security Events. The Contracting Authority Does Not Consider It Sufficient That The Cleaning Services Are Only Provided At Pre-Determined Times Without Any Connection To The Current Operation Of The Facility And Appeals To The Contractor Not To Consider The Cleaning As Ordinary Cleaning Services When Reading The Procurement Documentation. Part Of The Scope Of Performance Is The Unified Management Of Security And Cleaning Cooperation Through A Coordinator, Ensuring Security Cleaning Following Security And Operational Events And Security Management Of Weekly Cleaning. Detailed Requirements For Coordination, Activation Deadlines, Coordinators Powers, Joint Documentation And Security Procedures Are Set Out In Annex No. 1 Of The Procurement Documentation.A Detailed Description Of The Subject Of The Public Contract Is Given In The Procurement Documentation.
