Tenders are invited for Household Baseline Survey (2,000 Households) Service Location: Hebron, Jericho, Tubas 1. Background The Land Research Center (LRC), in partnership with the World Food Programme (WFP), is implementing the Climate-Resilient Agriculture and Agrifood Value Chain Development Project in Jericho Governorate and the Jordan Valley for the period June 2026 to December 2027. The project aims to strengthen food security, household incomes, agricultural productivity, climate resilience and market access among more than 2,000 vulnerable farming households and 12 dairy and honey cooperatives. The project responds to a combination of structural and crisis-related challenges affecting agricultural livelihoods in the West Bank, including chronic water scarcity, deteriorated irrigation infrastructure, climate shocks, high production costs, limited access to productive assets and services, weak processing capacity, and constrained market linkages. The project therefore combines investments in water infrastructure rehabilitation with household-level productive support, climate-resilient agricultural practices, livestock and beekeeping development, cooperative strengthening, value-chain upgrading and improved market access. LRC will contract a qualified third-party survey firm to conduct the Household Baseline Survey. The firm will be selected through a competitive procurement process to ensure that the assignment is implemented with the required technical expertise, methodological rigor, independence and quality assurance. The selected firm will be responsible for conducting the survey in accordance with the requirements, methodology, deliverables and quality standards outlined in these Terms of Reference, under the overall supervision and coordination of LRC and in consultation with WFP and other relevant project stakeholders 2. Information about the Project The project targets vulnerable rural households and communities whose livelihoods are linked to agriculture, livestock and other livelihood activities. The baseline survey will establish starting values for relevant project indicators and provide a structured understanding of household livelihood systems, constraints, vulnerabilities, coping strategies and opportunities. The findings will support programme design, targeting, monitoring, adaptive management and future outcome assessment. 3. Purpose and Objectives of the Study 3.1 Purpose of the Baseline Study The purpose of the baseline study is to establish a robust, project-specific and measurable evidence base on the food security and livelihood conditions of the approximately 2,000+ targeted households in Jericho and the Jordan Valley (Tubas) and Hebron prior to or at the early stage of project implementation. The baseline survey will use a statistically appropriate and representative sample of the target population rather than necessarily surveying the entire target population. The assessment will establish baseline values for relevant project indicators and generate an integrated understanding of household food security, dietary diversity, income sources, livelihood strategies, agricultural and livestock production, productive assets, water access, market participation, financial capacity, exposure to shocks, coping strategies and resilience. the baseline should pay particular attention to: Exposure to conflict, economic, environmental and climate-related shocks; Changes in household income and employment since October 2023; Loss of income sources and the extent to which households have established alternative livelihoods; Food insecurity and dietary diversity; Household coping strategies and indebtedness; Access to land, water, irrigation and other productive resources; Constraints affecting crop, livestock and beekeeping production; Agricultural input availability and costs; Livestock feed, animal health and veterinary service constraints; Market access and marketing barriers; Productive assets and household investment capacity; Climate-related risks and adaptation practices; and Differences in vulnerability and resilience across household and livelihood groups. The baseline will classify households according to their primary and secondary livelihood strategies and analyze differences between crop producers, livestock holders, beekeepers, agricultural labourers, mixed-livelihood households and other relevant groups. This approach will enable the project to better understand which households face the greatest constraints, identify priority support needs and establish an appropriate basis for targeting, adaptive management, monitoring and future outcome evaluation. Submission of Proposals Interested bidders shall submit two separate proposals: a Technical Proposal and a Financial Proposal. Each proposal shall be placed in a separate, sealed and stamped envelope, clearly marked Technical Proposal or Financial Proposal, as applicable. The two sealed envelopes shall then be placed together in one outer sealed and stamped envelope, clearly marked with the details of the proposal and the name of the bidder. Prices: All offered prices should be calculated in USD and do include VAT, food prices are fixed without change or modification for the duration all work until the date of the last financial payment. Tender Entry Guarantee: A Tender Entry Guarantee of 5% of the Total Tender Value shall be attached and valid for 60 days from the date of submission of the Tender, whereby Bids that do not attach a Tender Entry Guarantee shall be excluded. Prober Performance Bond Guarantee: The winning company is obliged to provide a Performance bond guarantee of 10% of the total value of the contract valid for 180 days from the date of signing the contract and the renewal is taken into account until the date of the last financial payment. Deduction at source and acquittance: The winning company is obliged to submit a valid sources discount certificate for the duration of the implementation period and financial payments.
