Context GIZ WAMA+ is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA+ works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. The objectives of the services to be tendered can be summarized as follows: The Regional Water Establishments face significant challenges in their financial functions, including the need to strengthen their finance departments, produce periodic financial analyses and reports, monitor budgets, and manage cash flows efficiently. A dedicated Financial Consultant is therefore required to safeguard the soundness of financial decisions and the accuracy of financial data, reduce financial risks, improve revenue collection, control expenditure, and strengthen financial sustainability across the four Water Establishments (BWE, BMLWE, NLWE, and SLWE). The consultant will act as a functional expert on the financial aspects of the Water Establishments, including their financial and accounting processes and the financial modules of their Enterprise Resource Planning (ERP) system (Microsoft Dynamics 365 Business Central). The assignment focuses on the substance of financial management, reporting, and internal control; it excludes ERP technical development, AL code customization, and system upgrade work, which remain the responsibility of the dedicated ERP Technical Support contractor(s) under separate ToRs. II. Tasks to be performed by the Contractor: The contractor is responsible for providing functional financial and ERP-finance-module consultancy to the four Water Establishments (BWE, BMLWE, NLWE, and SLWE). 1.
