Request for proposals for Independent Commissioning, Measurement & Verification (Cx, M&V) Services CAPRED seeks to engage a qualified consulting firm or independent consultant (the Consultant) to independently perform Commissioning, Measurement and Verification (Cx, M&V) services for the Facility described at Annex 1, in accordance with the International Performance Measurement and Verification Protocol (IPMVP) Option C Whole Facility Measurement, to confirm that the Facilitys energy efficiency measures are installed, commissioned, and operating in line with its design energy performance. Scope of the Assignment The Consultant shall provide independent review and verification to confirm that the agreed energy efficiency measures at the Facility have been installed and are operationally ready to deliver the expected energy performance under normal operating conditions and shall provide an independent technical opinion on actual performance following commissioning. The assignment follows IPMVP Option C Whole Facility Measurement, using utility and fuel metering data together with production and process data to assess actual facility energy performance. The M&V boundary, performance indicators, and detailed methodology are set out at Annex 2 (M&V Plan).
