Request for proposals for Consulting Services to Conduct a Focused Pre-feasibility Study and Support the Preparation of a Green Climate Fund Concept Note for the Climate Circular Economy Facility (FECC) in Peru Proposed Activities and Scope of Work 1) Proposed Activities for the Overall Project GGGI seeks to engage a competent consulting firm (hereinafter referred to as the Consultant) to conduct a focused pre-feasibility study for the FECC and to support preparation of an evidence-based GCF Concept Note package consistent with the maturity of the proposed facility. The pre-feasibility study shall generate decision-useful evidence on the most viable initial windows and segments, market demand and indicative pipeline, barriers and corresponding financial products, preliminary financial feasibility, GCF additionality and minimum concessionality, institutional options, proportional MRV, environmental and social risks, gender equality and social inclusion. It shall conclude with transparent go/no-go or adjust-and-proceed recommendations for the facility and each window assessed in depth. The assignment shall be proportionate to the four-month duration and maximum budget. It shall not require detailed engineering, full legal due diligence of all potential subprojects, a bankable and fully structured pipeline, final financial models for every instrument, final selection of the AE, complete ESIA/ESMS instruments, or a submission-ready Funding Proposal. Requirements for those later stages shall be clearly identified in the final roadmap. The Consultant shall apply the following principles throughout the assignment: Selected idea and open design choices: the FECC is the selected idea. The Consultant shall not reopen comparison with other project ideas. The three candidate windows are not predetermined priorities; their selection for deeper analysis shall be technically justified based on the agreed screening criteria and available evidence. Target segments, financial instruments, the institutional configuration and the AE remain subject to evidence and institutional decision-making. Decision-oriented pre-feasibility: the study shall test the assumptions that determine whether the FECC can proceed to Concept Note stage and shall distinguish evidence, hypotheses, limitations and decisions still required. Modular programme and portfolio logic: the analysis shall assess a facility-level architecture with common rules and differentiated windows, rather than a single generic fund or a collection of unrelated projects. Stage-gated prioritization and traceability: the Consultant shall screen all three candidate windows, recommend up to two for deeper analysis, and maintain a clear link between source evidence, consultations, analytical findings, go/no-go criteria and the corresponding CN sections. Proportionality and materiality: the depth of market, financial, MRV, ESS and gender analysis shall be sufficient for a focused pre-feasibility and CN, while remaining realistic for the assignment duration, budget, data availability and maturity of the FECC. Country ownership and institutional neutrality: the analysis shall align with Perus climate, circular economy, sustainable finance, competitiveness and productivity priorities. Options for AE, administrator, executing entities and intermediaries shall be assessed without preselection. GCF investment logic and minimum concessionality: the Consultant shall test impact potential, paradigm shift, sustainable development, country ownership, efficiency and effectiveness, needs of the recipient, additionality, crowding-in, non-displacement of commercial finance and a credible step-down or exit logic. IMPORTANT TIMELINES: This project is expected to be completed within 4 months following contract signing. The tender submission deadline is 22 September 2026 at 16:00 KST (Korean Standard Time). If any bidder requires clarification on the TOR or any part of the tender documents, GGGI will be pleased to provide clarification, provided that requests are received no later than seven (7) days prior to the submission deadline (i.e., by 16:00 KST on 15 September 2026).
