Request for proposals for Consultancy Services for Local Entrepreneur Sourcing and the Delivery of the National Climate Entrepreneur Accelerator Programme (N-CEAP) in Cambodia The Climate Technopreneurship Programme (CTP) is a five-country initiative funded by the Green Climate Fund (GCF) through the Korea Development Bank (KDB). In Cambodia, it will be jointly implemented by MISTI, MoE, and GGGI to accelerate climate technology transfer, innovation, and investment. The programme aims to strengthen Cambodias climate innovation ecosystem by supporting sectors such as agriculture, renewable energy, water management, and other climate technologies. Key outputs include: establishing governance mechanisms, developing a pipeline of 40 climate entrepreneurs (with 30-50% women-led businesses), facilitating joint ventures between local and international innovators, and providing access to a USD 200 million climate technology fund to support commercialization of climate solutions. The project will be implemented over five years by KDB, GGGI, NHIS, and NH ARP in partnership with the Cambodian government. ASSIGNMENT OBJECTIVE: GGGI aims to engage a qualified firm (hereinafter referred to as the Consultant) specifically to develop under the Collaborative R&DB Programme for Promoting the Innovation of Climate Technopreneurship (CTP), GGGI seeks to engage a consultant to identify, support, and accelerate Cambodian climate-focused entrepreneurs in sectors such as climate-resilient agriculture, renewable energy, water management, and waste treatment. The assignment aims to develop a pipeline of 40 qualified local businesses, strengthen their capacity to adopt foreign climate technologies, and prepare them for joint ventures (JVs) with global innovators. The consultant will conduct entrepreneur sourcing and outreach, deliver the National Climate Entrepreneur Accelerator Programme (N-CEAP), provide training, mentoring, and technical assessments, and ensure strong gender inclusion with 30% to 50% women-led participation. Key deliverables include accelerating three entrepreneur cohorts, shortlisting 15 high-potential finalists for global matching, organizing innovation challenge events, conducting workshops and Training of Trainers (ToT), and producing communication and knowledge products.
