The Subject Of The Procurement Is The Creation Of A New Electronic System Of The Croatian Science Foundation For Submitting Project Proposals, Evaluating And Monitoring Funded Projects. The Croatian Science Foundation (Hrzz) As The Client, Is The Central National Organization For Financing Scientific, Higher Education And Technological Programs And Projects In Croatia. Every Year Hrzz Announces A Series Of Tenders For Support Of Scientific Research, Which Ensures Stable Funding Of Research Groups Dealing With Internationally And/Or Nationally Significant Scientific Issues That Create New And Improve Existing Knowledge Through Fundamental, Applied Or Developmental Research. In Order To Ensure The Selection And Financing Of The Best Projects, Hrzz Has Developed A Procedure For Evaluating Project Proposals Based On The Internationally Accepted Practice Of Peer Review, In Which Scientists From Croatia And Abroad Participate. The Process Of Applying For Hrzz Tenders, Evaluating And Selecting Project Proposals And Monitoring The Implementation Of Contracted Projects Takes Place Through The Electronic Project Application And Monitoring System (Hereinafter: Epp System). At The Same Time, The Existing Epp System Was Created In 2011 And Has Been Upgraded Several Times Over The Years. The Total Server Space It Currently Occupies Is ~720 Gb. The Total Number Of Active Registered Users In The System Is 21,875, While On An Annual Level, About 7,000 Users Work With The System In Various Roles And About 30 Hrzz Employees. However, In Addition To The Above, It Is Necessary To Build A New Modular System That The Client Can Independently Adapt To The Type Of Tender, The Type Of Evaluation Procedure And The Involved Users. The System Must Enable The Client To Select From Predefined Elements Elements That Will Be Used In A Particular Tender Period (Eg Criteria For Checking Applicant Eligibility, Cards Or Forms To Be Filled In By The User, Mandatory Fields, Documentation For Uploading, Etc.).
