Work Detail
Quotation are invited for Water Leak Survey Services. Closing Date: 07 September 2026 Scope of Works: Water Leak Survey Services 1. Background The municipality intends to appoint a suitably qualified service provider to conduct water leak survey and related investigations within the municipal water distribution network. The purpose is to identify and accurately locate visible and hidden leaks contributing to physical water losses and non-revenue water. 2. Objectives The assignment aims to: Identify and locate leaks within the water distribution system. Reduce physical water losses and avoid further infrastructure damage. Prioritise leaks for repair according to severity and estimated water loss. Improve the accuracy of information on the condition of the network. Support pressure management, maintenance planning and non-revenue water reduction initiatives. 3. Scope of Services The service provider shall: 3.1 Planning and Data Review Review available network drawings, GIS information, pipe records, meter data, pressure records and previous leak reports. Consult municipal officials to identify high-loss zones and known problem areas. Prepare a leak-survey methodology and programme for approval. Divide the investigation area into manageable zones or district metered areas. 3.2 Preliminary Network Assessment Conduct visual inspections along pipelines and around municipal infrastructure. Inspect reservoirs, chambers, valves, hydrants, meters and service connections for signs of leakage. Identify wet areas, abnormal vegetation growth, flowing water, surface damage and other indications of underground leakage. Record inaccessible, damaged, buried or non-operational fittings. 3.3 Leak Survey Conduct systematic leak survey using suitable equipment and methods, including: Acoustic listening devices. Ground microphones. Leak-noise correlators. Noise loggers. Pressure and flow data loggers. Step-testing, where applicable. Tracer gas or other approved specialist techniques where conventional methods are unsuccessful. The survey shall cover: Bulk and distribution pipelines. Reticulation mains. Reservoir inlet and outlet pipelines. Valves, hydrants and chambers. Municipal meters and service connections. Other water-retaining infrastructure identified by the municipality. 3.4 Leak Confirmation and Marking Confirm each suspected leak before reporting it for excavation. Determine the most accurate possible leak position. Mark the leak location clearly on the ground using approved, non-permanent marking material. Record GPS coordinates, pipe details, location description and nearby landmarks. Classify the leak according to urgency, severity and potential water loss. 3.5 Reporting and Repair Support Notify the municipality immediately of major leaks, bursts or infrastructure presenting a safety risk. Issue daily or weekly leak schedules to municipal repair teams. Provide technical support during excavation when requested. Recheck locations where the excavation does not expose the reported leak. Verify repaired areas, where instructed, to confirm that leakage has stopped. 4. Deliverables The service provider shall submit: An inception report and approved work programme. Daily field records and leak-survey sheets. A register of all leaks identified. GPS coordinates and photographs of each leak location. Maps showing surveyed routes and confirmed leaks. Classification of leaks by severity and repair priority. Estimated leakage rates or water-loss volumes, where practicable. Records of damaged, inaccessible or non-functional network fittings. Weekly progress reports. A final report summarising: o Areas and pipeline lengths surveyed Tender Link : https://www.umhlathuze.gov.za/index.php/careers/quotations/rfq-water-leak-survey-services-by-07-september-2026/download
