Expression of Interest For Opportunities And Constraints For More Competitive Logistics Service Provision In Armenia

Expression of Interest are invited for Opportunities and Constraints for more Competitive Logistics Service Provision in Armenia With the prospect of a peace agreement between Armenia and Azerbaijan, and of normalization of commercial relations between Armenia and Türkiye, the Government of Armenia announced the concept of the Crossroads of Peace Initiative (CPI). The CPI envisions the reestablishment of road and rail corridors connecting Armenia to Azerbaijan and Türkiye. The CPI aims at improving freight and passenger connectivity in the region, enhance international trade for Armenia, lower transport costs for imports and exports, and reduce the reliance on a single North-South corridor for regional connectivity. In August 2025, Armenia and Azerbaijan, with the mediation of the United States, initialed a draft Peace Agreement. The reopening of borders and reestablishment of transport connections between Azerbaijan, Armenia, and Türkiye are at the very core of the Peace discussions, including the conceptualization of the proposed Trump Route for International Peace and Prosperity (TRIPP). With its geographical position, sharing borders with Azerbaijan, Georgia, and Türkiye, Armenia could be a strategic node for improving cross-country connectivity and position itself as a transit logistics hub. The development of competitive and fit-for-purpose logistics services will be needed to realize this potential, complementing the envisioned linear infrastructure investments on the rail and road networks. Cargo consolidation is critical to enable volumes that can make long-distance transport via rail economically competitive. Ensuring seamless road-rail transshipments helps maximize the benefits and synergies of intermodality, exploiting the benefits of the flexibility and time-responsiveness of road transport and the lower unitary cost per ton-km of rail over long distances. Moreover, the provision of other valueadded logistics services could enable Armenias private sector to further take advantage of the countrys geographic position once the borders are open. It is therefore important to identify the challenges and opportunities to unlock such potential, including the development of competitive, privately operated logistics services. The objective of this assignment is to develop an evidence-based understanding of the opportunities, constraints, and investment needs associated with the development of competitive logistics services in Armenia in the context of the Crossroads of Peace Initiative and the potential reopening of regional transport connections. The assignment will formulate concrete, action-oriented policy, regulatory, and institutional recommendations to facilitate private sector participation and investment in logistics services and infrastructure. The findings will provide a basis for dialogue with the Government of Armenia on the reforms and enabling conditions needed to strengthen Armenias position as a regional logistics and transit hub.
