Tenders are invited for Advancing Womens Leadership and Institutional Reform in Public Sector LLWB, in partnership with the UK Embassy, is implementing a program to promote womens representation and participation in decision-making positions within public institutions in Lebanon. As part of the program, LLWB seeks to establish an online Women Experts Roster to increase the visibility and accessibility of qualified women professionals and facilitate future engagement and networking opportunities. Scope of Consultancy: LLWB is seeking a qualified web developer to develop and deploy a secure, bilingual and user-friendly online Women Experts Roster. The platform should allow experts to register and submit their professional profiles for LLWB approval, while enabling users to search and filter approved profiles by relevant professional criteria. An administrative interface should allow authorized LLWB staff to manage profiles, approvals, categories and platform content. The platform should ensure appropriate privacy, access controls, data security and responsive functionality across desktop and mobile devices. The consultant/company will also provide the necessary documentation and training to enable LLWB to manage the platform independently. Timeline: The assignment is expected to be completed within 810 weeks from the date of contract signature, according to an agreed implementation plan. Required Qualifications: Proven experience in developing web platforms, directories or searchable databases; Strong web development and database management skills; Experience with user registration, search/filtering and administrative interfaces; Knowledge of data protection and cybersecurity; Experience with responsive and bilingual platforms; Ability to provide technical documentation and training; Ability to work in English and Arabic. French is an asset. Experience with NGOs, associations or development organizations is an asset. Applicants should provide 23 examples of comparable platforms previously developed.
