Expression of Interest for Consultancy Services for Technical Studies (Feasibility, Detailed Design and Tender Documents) and Environmental Studies for the Construction of the Mpanda Mushili Hydroelectric Power Plant and Associated Electricity Transmission and Distribution Networks in Ngandajika, Lomami Province, Democratic Republic of the Congo Technical and Environmental Studies Relating to the Deployment of Electricity Transmission and Distribution Networks Associated with the Mpanda-Mushilu Hpp, including the Power Supply to the Ngandajika Agro-Industrial Park MINISTRY OF HYDRAULIC RESOURCES AND ELECTRICITY PROJECT COORDINATION AND MANAGEMENT UNIT OF THE MINISTRY UCM PROJECT TO SUPPORT GOVERNANCE AND IMPROVEMENT OF THE ELECTRICITY SECTOR (PAGASE) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANCY SERVICES) Technical and Environmental Studies (Feasibility, Detailed Design and Bidding Documents) for the Construction of the Mpanda Mushilu Hydroelectric Power Plant and Associated Electricity Transmission and Distribution Networks in Ngandajika (Lomami Province) Sector: Electricity Financing Agreement Reference: FAT Grant No. 5900155011102 Project Identification No.: PCDFAO-011 Expression of Interest No.: 004/PAGASE/MIN.ERH/UCM/2026/SC The Government of the Democratic Republic of the Congo (DRC) has received financing from the African Development Bank Group (AfDB) to cover the cost of the Project to Support Governance and Improvement of the Electricity Sector (PAGASE), and intends to use part of the funds provided under this Grant to finance a consulting firm contract for carrying out technical studies (feasibility, detailed design and bidding documents) and environmental studies relating to the construction of the Mpanda Mushilu Hydroelectric Power Plant and the associated electricity transmission and distribution networks in Ngandajika, Lomami Province. The objective of the assignment is to carry out: (i) Technical feasibility and Detailed Design (APD) studies in two parts: Part 1: Technical and environmental studies relating to the construction of the Mpanda-Mushilu Hydroelectric Power Plant on the Lubilanji River; Part 2: Technical and environmental studies relating to the deployment of electricity transmission and distribution networks associated with the Mpanda-Mushilu HPP, including the power supply to the Ngandajika agro-industrial park; and (iii) Preparation of the technical specifications to be incorporated into the bidding documents (DAO). Information on the Terms of Reference for the assignment can be obtained from the UCM website: www.ucmenergie-rdc.com. The Project Coordination and Management Unit of the Ministry of Hydraulic Resources and Electricity (UCM), acting as the projects fiduciary agency on behalf of the Government of the DRC, hereby invites Consulting Firms to express their interest in providing the Services described above. Interested Consultants must provide information demonstrating that they possess the required qualifications and relevant experience to perform the Services, including documentation, references for similar assignments, experience in comparable assignments, certificates of satisfactory completion, or any other supporting evidence. The Consultant must be a firm or consortium of firms with proven general experience in carrying out studies for hydroelectric projects and associated electrical infrastructure and must meet the following qualification requirements: Demonstrate experience in studies, design, and engineering of energy infrastructure projects; Have successfully completed, during the past fifteen (15) years, at least three (3) feasibility studies and/or detailed design studies relating to hydroelectric developments and associated networks; Among these references, at least one (1) assignment must concern hydroelectric power plants with a capacity greater than or equal to the 12 MW capacity envisaged for this project and with comparable technical characteristics; Have completed at least three (3) studies incorporating environmental and social components, particularly Environmental and Social Impact Assessments (ESIA) and/or Resettlement Action Plans (RAP) for hydroelectric developments; Have at least two (2) assignments involving studies for power transmission and evacuation (lines, substations, or interconnection systems), as well as medium-voltage (MV) and low-voltage (LV) distribution networks; Have successfully completed at least one (1) similar assignment financed by international development partners; Demonstrate good knowledge of AfDB procedures, particularly those relating to environmental and social safeguards, procurement, and project management. Consultants may form associations to increase their chances of qualification, provided that the association does not exceed three (3) firms The eligibility criteria, establishment of the shortlist, and selection procedure shall comply with the Procurement Framework for Operations Financed by the African Development Bank Group (October 2015 edition), available on the Banks website at http://www.afdb.org. The selection will be conducted using the Quality- and Cost-Based Selection (QCBS) method provided for in the African Development Banks Procurement Operations Manual. The evaluation of Expressions of Interest and establishment of the shortlist will be based on the following criteria: Experience in studies, design, and engineering of energy infrastructure projects, particularly construction of hydroelectric power plants; Experience in carrying out feasibility and/or detailed design studies for hydroelectric developments and associated networks; Experience in feasibility and/or detailed design studies for hydroelectric power plants with a capacity of 12 MW or more; Experience in carrying out environmental and social studies, particularly Environmental and Social Impact Assessments (ESIA) and/or Resettlement Action Plans (RAP) for hydroelectric developments; Experience in carrying out studies for power transmission and evacuation (lines, substations, or interconnection systems), as well as MV and LV distribution networks; Experience in carrying out similar studies financed by international development partners; Experience with AfDB procedures relating to environmental and social safeguards, procurement, and project management.
