Tenders Are Invited For Qualified International And National Consultant To Conduct The Final Evaluation Of The Project Promoting Youth Political Participation In North And South Kivu Through The Appropriation Of The Youth, Peace, And Security (Yps) Agenda Search For Common Ground (Search) Is Seeking A Qualified International And National Consultant To Conduct The Final Evaluation Of The Project Promoting Youth Political Participation In North And South Kivu Through The Appropriation Of The Youth, Peace, And Security (Yps) Agenda, Funded By The United Nations Secretary-Generals Peacebuilding Fund (Pbf). This Project Supports The Implementation Of The National Action Plan (Nap) Of Un Security Council Resolution 2250, A Key Agenda For Youth, Peace, And Security (Yps) In The Democratic Republic Of Congo (Drc). The 24-Month Project Is Being Implemented By Search For Common Ground, Npcyp, Youth For Peace, Provincial Divisions, Provincial Youth Councils, Local Csos And Womens Organizations (Afem), Stn 2250, Provincial Governments, And Municipal Authorities (Beni, Goma, Uvira, Bukavu, Kinshasa). This Evaluation Will Rigorously Analyze The Projects Implementation And Measure The Actual Changes/Results In Peacebuilding, Social Cohesion, And Youth Political Leadership, Particularly For Girls, In The Provinces Of North Kivu, South Kivu, And The City-Province Of Kinshasa. It Will Be Structured Around A Comprehensive Scope, Examining All Standard Oecd/Dac Criteria And Cross-Cutting Pbf Criteria, Especially Conflict Sensitivity, Gender Mainstreaming, Location, And Catalytic Effects (Financial And Political). The Evaluation Will Be Based On A Methodological Framework That Incorporates The Pbfs Requirements For Final Project Evaluation And The Peace Impact Framework (Pif). The Evaluation Will Adopt A Mixed, Participatory, And Innovative Approach (Combining, For Example, Outcome Harvesting, Analysis Of Vital Signs Of Peace, And Measurement Of Lived Experiences) To Identify Significant Changes Among Target Groups And Understand Their Contributing Factors. The Objective Is To Establish A Contextualized Interpretation Of The Projects Results, Based On The Lived Experiences Of Implementing Actors, Participants, And The Targeted Communities. The Final Evaluation Will Be Conducted By A Pair Of Experts Or A Consulting Firm Mobilizing: 1. A Senior International Consultant, Head Of Mission He Will Be Responsible For The Overall Design Of The Evaluation, Methodological Supervision, Compliance With Pbf Evaluation Guidelines, And The Final Drafting Of All Consultancy Deliverables. He Must Meet The Following Qualification Criteria: University Degree At Masters Level (Bac+5 Minimum) In Social Sciences, Public Policy Evaluation, Peacebuilding, Gender Studies, International Relations Or Equivalent Field. Minimum Of 7 To 10 Years Of Proven Experience In Conducting Evaluations Of Peacebuilding Projects, Youth Citizen Participation Or Inclusive Governance. Documented Experience In Applying Innovative And Participatory Approaches To Project Evaluation, Such As Outcome Harvesting, Contribution Analysis, Vital Signs Analysis Of The Peace Impact Framework. Fluent Oral And Written Command Of French (Main Working Language And Report Writing). Experience Conducting Evaluations Of Projects Or Programs Implementing The Peace And Security Agenda (2250, 1325) In A Volatile Security Context Is An Asset. 2. A Senior National Consultant, Local Expert It Will Strengthen Local Roots, Contextual Relevance, Linguistic Adaptation, And The Logistical And Secure Deployment Of Field Data Collection In Kinshasa, Goma, Bukavu, Beni, And Uvira, As Well As Adherence To Ethical Standards Among Young People And Authorities. It Must Meet The Following Qualification Criteria: University Degree At Masters Level (Bac+5 Minimum) In Social Sciences, Public Policy Evaluation, Peacebuilding, Gender Studies, International Relations Or Equivalent Field. Minimum Of 5 Years Of Proven Experience In Conducting Evaluations Of Complex Peacebuilding, Youth Citizen Participation Or Inclusive Governance Programs. Documented Experience In Applying Innovative And Participatory Approaches To Project Evaluation, Such As Outcome Harvesting, Contribution Analysis, Vital Signs Analysis Of The Peace Impact Framework. Documented Experience In Conducting Final Evaluations For Peacebuilding Projects, Particularly Those Funded By The Un Pbf. Extensive Knowledge And Experience In Conducting Similar Assessments In The Democratic Republic Of Congo, Particularly In The Provinces Of North Kivu And South Kivu. Proficiency In The Local Languages Lingala And Swahili; In-Depth Knowledge Of The Drc Context And Concrete Experience Of The Geopolitical Context, Conflict Dynamics And Institutional Environment Of The Democratic Republic Of Congo, In Particular The Provinces Of North Kivu And South Kivu.
