Framework Agreement For Plumbing Services And Materials . Descriptionbackground Vennesla Municipality Needs To Establish A New Framework Agreement For Plumbing Services And Materials Because The Existing Agreement Expires. The Purpose Of The Procurement Is To Ensure The Municipalitys Continued Access To The Necessary External Capacity And Expertise For Service, Repair, Maintenance And Handling Of Acute Incidents In The Municipalitys Buildings And Technical Facilities. The Municipality Has Its Own Plumbers Who Cover Part Of The Ongoing Need. However, Self-Management Does Not Cover The Entire Need, And The Framework Agreement Must Therefore Be A Supplementary Instrument To Ensure Sufficient Capacity, Flexibility And Security Of Delivery. The Acquisition Will Contribute To A Practical And Predictable Model For Ordering And Following Up Assignments. There Is A Need For A Solution That Takes Care Of Both Smaller Ongoing Assignments And Larger Planned Works. At The Same Time, It Is Important To Have A Quick Response To Urgent Assignments And Good Access To The Necessary Material. The Procurement Must Therefore Facilitate Efficient Implementation, Clear Call-Off Routines And Good Interaction Between The Municipality And The Suppliers. Estimated Value And Scope The Framework Agreements Estimated Value Is Calculated On The Basis Of Historical Consumption And The Clients Expected Needs During The Agreement Period. The Estimate Is Only Indicative And Does Not Imply Any Obligation For The Client To Make Purchases For A Specific Scope Or A Specific Value Under The Framework Agreement. The Actual Scope May Deviate Significantly From The Estimate As A Result Of, Among Other Things, Political Priorities And Allocations, Changed Needs, Implementation Of Investment Projects, As Well As Acute Events And Unforeseen Circumstances. The Client Does Not Guarantee A Minimum Purchase Under The Framework Agreement. The Framework Agreements Maximum Value Is Nok 8,000,000 Excl. Vat The Maximum Value Indicates The Upper Financial Limit For The Agreements Total Withdrawals During The Entire Agreement Period, Including Any Options. When The Maximum Value Is Reached, The Clients Right To Make Further Calls Under The Framework Agreement Ceases. The Estimated Value Is Stated Exclusively To Give The Suppliers Information About The Expected Scope Of The Procurement And Shall Not Be Considered Binding For The Client. Description Of The Assignment The Procurement Concerns A Framework Agreement For Plumbing Services And Associated Materials. The Delivery Shall Cover The Municipalitys Needs For Service, Repair And Maintenance In Buildings And Technical Facilities, As Well As Assistance In The Event Of Emergency Incidents And Planned Assignments. The Framework Agreement Includes The Execution Of Plumbing Works And The Delivery Of Materials That Are Necessary For The Completion Of The Assignments. This May, Among Other Things, Apply To Work On Sanitary Facilities, Pipe Networks, Fittings, Pipe Parts As Well As The Replacement Of Equipment And Components. The Framework Agreement Is A Parallel Framework Agreement. When Calling For Services, Assignments With An Estimated Value Of Up To Nok 300,000 Excl. Vat Awarded According To The Suppliers Ranking In The Framework Agreement. For Assignments With An Estimated Value Over Nok 300,000 Excl. Vat A Mini-Competition Must Be Carried Out Between The Framework Agreements Suppliers In Accordance With The Agreements Provisions. The Individual Assignments/Calls Are Regulated By Ns 8406 Simplified Norwegian Building And Construction Contract The Framework Agreement Can Also Be Used For The Separate Purchase Of Materials. Call-Offs That Only Apply To Materials Must Always Take Place According To The Suppliers Ranking In The Framework Agreement, Regardless Of Contract Value. The Client Is Not Obliged To Use The Framework Agreement When Procuring Material, And Can, If Necessary, Cover Its Material Needs Through Other Existing Agreements Or Procurement Arrangements. Pricing Of Materials The Tenderer Must State One Fixed Mark-Up Factor On The Net Purchase Price For Materials. Net Purchase Price Means The Suppliers Documentable Purchase Price After Deductions For All Discounts, Bonus Schemes And Other Price Reductions That The Supplier Obtains From The Manufacturer Or Wholesaler. The Mark-Up Factor Must Include The Suppliers Profit And Other Costs Related To The Acquisition And Handling Of Material. The Invoiced Material Price Must Be Calculated According To The Following Formula: Net Purchase Price × Offered Mark-Up Factor = Invoiced Material Price The Client May, During The Contract Period, Require Documentation Of The Net Purchase Price. Pricing Of The Service The Provider Must State Prices For The Price Elements That Appear In The Price Form. The Hourly Rates Must Include All Costs Related To The Execution Of The Work, Including Wages, Social Costs, Administration, Profit, Hand Tools, Vehicles And Other Costs That Are Necessary To Carry Out The Assignment. The Supplier Must Offer A 24/7 On-Call And Emergency Call System For Emergency Incidents. The Tenderer Must State The Price For Call-Outs And Any Hourly Prices That Apply To Work Outside Normal Working Hours. Other Additions Than Those Stated In The Contract Are Not Accepted. The Framework Agreement Will Give The Municipality Access To Suppliers With Relevant Professional Expertise, The Necessary Capacity And The Ability To Follow Up On Both Urgent Assignments And Planned Works. The Delivery Must Be Characterized By Predictable Ordering, Clear Communication And Effective Follow-Up. For Smaller Assignments, Calls Must Be Made According To Established Routines, While Larger Assignments Must Be Able To Be Put Out To Competition Through Mini-Competitions Within The Framework Agreement.
