The Customer Currently Has A Framework Agreement For The Purchase Of Development Services, But The Financial Framework Will Be Used Up In The Transition Between The 1St And 2Nd Quarter Of 2027. The Withdrawal From The Agreement Has Been Significantly Higher Than Originally Anticipated. This Is Due, Among Other Things, To The Fact That The Agreement Was Established Before The Preliminary Project For Digital Grant Management And Before The Extent Of The Further Digitization Investment Was Clear.The Purpose Of The New Framework Agreement Is To Ensure The Customer Access To The Necessary Expertise And/Or Capacity Throughout The Agreement Period. The Suppliers Must Be Strategic Partners And Proactive Advisers, Support The Further Digitization And Contribute To Solving The Customers Social Mission.The Agreement Shall In Particular Support:• The Implementation Of The Investment In Digital Grant Management And The Development Of Norads Digital Platform.• Development, Further Development And Management Of The Customers Data Platform, Including Data Integrations, Data Modelling, Data Quality, Management Information And Analysis Capability.• Creation And Further Development Of Knowledge Products, Such As Dashboards, Reporting Solutions, Insight And Analysis Tools, Visualizations And Other User Interfaces, Which Make Management, Case Managers And Other Users More Knowledge-Driven.• Reuse Of Data Across Systems And Processes, So That Information Can Be Used Effectively In Grant Management And The Customers Other Management And Reporting Processes.• Digitization Of Administrative Services.• Use Of Digitization To Strengthen The Effect Of Norwegian Development Cooperation, Including Through Better Use Of Data, Analysis And Digital Services For Partners And Other Target Groups.• Establishment Of A Modern Development Factory Where The Customer Himself Has Control Over The Deliveries.• Strategic Advice On The Use Of Digital Public Goods In The Digitization Of Norwegian Aid Work.
