The Contracting Authority Awards This Public Procurement In Accordance With Chapter Twenty-Six Of The Public Procurement Act (Ppa) On The Basis Of Art. 186 In Connection With Art. 20, Para. 9 Of The Zop. According To Art. 20, Para. 9 Of The Public Procurement Act, Contracting Authorities May Apply The Procedure For Awarding By Collecting Bids With An Advertisement And When The Estimated Value Of The Order Is Lower Than Specified In Art. 20, Para. 3 Of The Ppa Value Thresholds. Given The Fact That The Conditions For Inviting Certain Persons Are Not Present, There Is Undoubtedly The Possibility And Conditions For The Public Procurement To Be Awarded According To The Order Of Conduct Provided For In The Public Procurement Act, By Collecting Bids With An Announcement.The Provisions Of The Public Procurement Act And Its By-Laws, As Well As The Applicable National And International Regulations, In Accordance With The Subject Of The Procurement, Apply To The Conditions For Conducting The Procedure That Are Not Regulated In These Instructions And The Participation Documentation. The Subject Of This Public Procurement Is The Organization And Performance Of Specialized Transport Of Students On The Territory Of The Municipality Of Petrich To The Vasil Levski Secondary School, Kolarovo Village, In The Academic Year 2026/2027. The Transport Service Provides The Transport Of Students Subject To Compulsory Education For The Needs Of The Vasil Levski Secondary School, Kolarovo Village, In The Academic Year 2026/2027. The Performance Of The Service Is In Accordance With The Expected Cost Of The School To Maintain Daily Attendance Of Students In School.Bus Transportation Will Be Carried Out Every School Day, According To The Order Of The Minister Of Education And Science On Determining The Schedule Of School Hours For The 2026/2027 School Year.The Subject Of The Public Procurement Covers The Following Separate Positions With Routes Included In Each Of Them:Separate Position No. 1 Specialized Transportation Of Students On Route 1 For The School Year 2026/2027 On The Following Route:Route 1: Petrich - Belasitsa - Kolarovo, Su Vasil Levski - Bus With Up To 22 Seats.Route Length – 23.4 Km; 3 (Three) Courses Per Day; Daily Mileage – 70.2 Km; Estimated Number Of Students – 17.Separate Position No. 2 Specialized Transport Of Students On Route 2 For The School Year 2026/2027 On The Following Route:Route 2: Gabrene - Kamena - Samuilovo - Kolarovo, Su Vasil Levski - Bus With Over 22 Seats.Route Length – 34 Km; 1 (One) Course Per Day; Daily Mileage – 34 Km; Estimated Number Of Students – 57.Separate Position No. 3 Specialized Transportation Of Students On Route 3 For The School Year 2026/2027 On The Following Route:Route 3: Gabrene - Kamena - Samuilovo - Kolarovo, Su Vasil Levski - Bus With Up To 22 Seats.Route Length – 34 Km; 2 (Two) Courses Per Day; Daily Mileage – 68 Km; Estimated Number Of Students – 57.When Carrying Out The Transport Service During Each School Day, Students Will Be Accompanied In Both Directions By An Official/Persons Determined By Order Of The Director Of The Educational Institution. The Final Number Of Traveling Students Will Be Specified With The Lists As Of September 15, 2026.The Maximum Estimated Number Of School Days For The Period Of Performance Of The Transport Service Is 180 Days.The Requirements For The Services To Be Provided Are Set Out In The Technical Specification (Appendix #1).
