The Aconcagua Health Service Requires The Electronic Clinical Record Software Rental Service (Ecr) And Its Complementary Services Of Configuration, Training, Installation, Maintenance, Support, Data Center, Among Others, For The Entire Network Of Primary Health Care Establishments Of The Aconcagua Health Service, Through A Service Supply Contract For A Period Of 18 Months.2. Purchase Request No. 14 Dated 08/11/2026, Party Office No. 438 Dated 08/12/2026 (Internal No. 459), Presented By The Requesting Party Of The Ict Department, Was Duly Approved And Authorized By The Deputy Director Of Care Management, The Deputy Director Of Physical And Financial Resources And The Head Of The Finance Department Who Support The Contracting.3. That, In Compliance With Current Regulations On Public Procurement, The Electronic Catalog Of The Framework Agreement And The Circular Economy Catalog Was Reviewed And It Was Found That The Required Product(S) And/Or Service(S) Are Not Available In Said Catalogue.4. That, As Established In The Regulations, The State Administration Bodies Must Award The Contracts Concluded For The Acquisition Of Product(S) Or Contracting Of Service(S) Through Public Bidding, When The Framework Agreement Mechanism Is Not Appropriate, Or, Exceptionally, Through Public Bidding, Direct Treatment Or Other Special Contracting Procedure; 5. That, In Compliance With The Provisions Of Law No. 19,886 And Its Regulations Approved By Decree 661 Of 2024 Of The Ministry Of Finance, The Bases That Are Approved In This Act Are Prepared, Which Observe The Principles Of Free Competition Of Bidders To The Administrative Call And Equality That Govern Bankruptcy Procedures, And Comply With The Technical And Legal Requirements To Verify The Execution Of This Public Tender.6. That, In Accordance With The Nature And Amount Of The Contract, This Tender Is Exempt From The Decision-Making Process, In Accordance With The Provisions Of Resolution No. 36 Of 2024, Both Of The Comptroller General Of The Republic; 7. That, Consequently, And In Compliance With The Foundations Required By Current Legal And Regulatory Regulations
