Work Detail
The Main Objective Of This Public Proposal Is To Contract The Service Of Ophthalmology Surgical Interventions, With The Purpose Of Responding To The High Existing Demand, Addressing Both Patients With Pathologies Included In The Explicit Health Guarantees (Ges), As Well As Those Who Are Currently On The Waiting List, Giving Priority To Cases Classified As Comges. The Need For This Purchase Is Due To The Insufficient Availability Of Surgical Pavilions During Institutional Hours, A Situation That Has Limited The Establishments Resolution Capacity In The Face Of The Growing Number Of Patients Requiring Surgical Ophthalmological Care. At The Same Time, With The Limited Availability Of Surgical Pavilions For This Specialty, The Prioritization Of Patients With More Complex Pathologies, Those With Explicit Health Guarantees (Ges) And Surgical Emergencies That Require Immediate Attention Is Added, Which Is Insufficient To Absorb The Existing Demand For Patients In This Specialty. This Gap Between Installed Capacity And Effective Demand Has Generated An Accumulation Of Pending Cases, Negatively Impacting Clinical Resolution Times And Compliance With Deadlines For Ges Patients. From A Clinical Point Of View, The Timely Resolution Of Ophthalmological Patients, Both Ges And Non-Ges, Is Essential To Avoid The Progression Of Pathologies That Can Lead To Severe Visual Deterioration Or Even Irreversible Blindness. Many Of These Conditions Require Surgical Intervention Within A Limited Period To Preserve Visual Function, Prevent Associated Complications And Avoid Worsening Of The Clinical Picture. Postponing These Surgeries Not Only Carries A Risk To The Patients Ocular Health, But Can Also Negatively Impact Their Autonomy, Quality Of Life, And Functional Capacity. In Older Adult Patients, For Example, Visual Loss Is Associated With An Increased Risk Of Falls, Cognitive Impairment, And Dependency. At Productive Ages, It Can Mean Significant Work And Social Limitations. Therefore, The Prompt Resolution Of These Cases Is Essential To Prevent The Progression Of Ophthalmological Pathologies That Could Lead To Permanent Visual Disabilities. This Strategy Will Optimize The Use Of Existing Resources, Increase Surgical Coverage, Reduce Accumulated Waiting Times And Guarantee Timely, Continuous And Quality Care To The Beneficiaries Of The Public Health System. With This, Through This Public Proposal We Seek To Provide A Continuous, Timely And Effective Response To Users Who Require This Type Of Interventions, The Purpose Of Which Is To Provide Protection To The Public Health Of Users, And Contribute To The Reduction Of The Waiting List, Avoiding The Deterioration Of The Aforementioned Pathologies And Promoting Adequate Functional Recovery. Consequently, It Is Necessary To Complement The Resolution Capacity Of The Establishment By Contracting These Services. The Service Will Be Provided In The Facilities Of The Establishment, Outside Institutional Hours, And To Beneficiaries Of The Public Health System, In The Best Possible Conditions For Both Parties, As Detailed In The Administrative And Technical Bases, And In Annex No. 1. The Respective Contract Will Be Subject To The Provisions Of Decree With Force Of Law No. 36, Of July 10, 1980 Of The Ministry Of Health And Its Modifications Introduced By Law No. 18,417, In This Sense, The Health Actions Provider Will Be Obliged To Provide On Behalf Of And In The Name Of The Hospital, And Through Delegation, In Accordance With The Requirements Of Inc. 1 Of Art. 2 Of Dfl 36/80 To The Beneficiaries Of The Health Benefits Regime Of Law No. 18,469, The Prevention, Promotion, Recovery, Protection Or Health Rehabilitation Actions That Are Tendered By This Act.
