ABAAD advocates for the development and implementation of policies and laws that enhance womens effective participation, through a rights-based approach that would bring about tangible change to gender justice. With the purpose of ending gender-based violence, ABAAD adopts a holistic care approach to provide protection and support services to GBV survivors/right holders during times of peace, war and disasters since 2011. About the ProjectThe Civil Society Fund ABAAD 2026 is a one-year national program that aims at strengthening protection from sexual exploitation, abuse and harassment (PSEAH) across Lebanon and advancing survivor-centered accountability, all the while combatting gender-based violence and the harmful social norms that sustain it. More specifically, the program at hand relies on an integrated and context-responsive approach that equips rightsholders, private sector institutions, and civil society organizations (CSOs) to address the root causes of SEAH and foster sustainable behavioral and institutional change. Its goal is to improve access to reliable information, establish confidential and trusted reporting pathways, and institutionalize robust safeguarding frameworks so that women and girls can live, work, and lead free from exploitation.About the National Safeguarding Forum The National Safeguarding Forum (NSF) is a two-day national convening organized by ABAAD and Norwegian Church Aid (NCA) to strengthen safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) systems in Lebanon. The forum brings together government institutions, civil society organizations, international actors, donors, private sector actors, and safeguarding practitioners to collectively assess existing systems, identify priority gaps, and advance stronger national coordination. Day 1 Foundations, Accountability & Reporting Systems (full day, public sector, donors, and local & international civil society) examines the national safeguarding baseline through plenaries, panels, parallel spotlight sessions and breakout workshops, and features the official launch of ABAADs PSEA Mobile Application. Day 2 Private Sector Accountability & Engagement (private sector actors) focuses on complaint, feedback and reporting mechanisms (CFRM), accountability beyond reporting, and the development of concrete private sector commitments and an integration roadmap with the National PSEA Network. The forum is deliberately designed to generate outcomes and recommendations, institutional and private sector commitments, and a national forum outcome declaration. Independent monitoring and structured outcome harvesting are therefore essential to capture, substantiate, and translate these outcomes into learning that informs the National PSEA Network and future safeguarding initiatives. Overall Goal of this Assignment The overall goal of this assignment is to provide independent, third-party monitoring and outcome harvesting of the National Safeguarding Forum ensuring rigorous, real-time observation and documentation of proceedings across all plenary and parallel sessions, systematically capturing the outcomes and commitments emerging from the forum, and consolidating these into a learning document that supports accountability, evidence-based decision-making, and the future work of the National PSEA Network. Specific Objectives Independently monitor the delivery, quality, inclusiveness and participation dynamics of the forum against its stated objectives and agenda (third party monitoring). Ensure comprehensive, accurate rapporteuring across every session, plenaries, panels, the PSEA app launch, parallel spotlight sessions and breakout workshops through a team of no fewer than four rapporteurs. Apply an outcome harvesting approach to identify, describe and substantiate the changes, commitments and shifts (in knowledge, relationships, coordination and institutional intent) that emerge during and from the forum. Produce a consolidated learning document synthesizing monitoring findings, harvested outcomes, lessons learned and actionable recommendations. Duties and Responsibilities Phase 1 Inception & Preparation (before the forum) Review the forum concept notes, agenda and relevant background documentation provided by ABAAD. Develop an inception report setting out the monitoring and outcome harvesting methodology, including a third-party monitoring / observation framework, an outcome harvesting framework, and standardized rapporteur note-taking templates. Prepare a rapporteur deployment plan that maps the minimum four rapporteurs across all sessions to guarantee full coverage of the parallel spotlight sessions and breakout workshops, which run in separate time slots (up to three concurrent workshops on Day 1 and two on Day 2). Brief and align the rapporteur team on the forum objectives, tools, confidentiality requirements and survivor-centered / do-no-harm principles. Phase 2 On-site Monitoring & Rapporteuring (during the two forum days) Be physically present throughout both forum days and deploy a minimum of four rapporteurs so that no plenary or parallel session goes uncovered. Observe and monitor the forum against the third-party monitoring framework including logistics and organization, facilitation quality, adherence to the agenda, diversity and level of participation, and application of survivor-centered, confidentiality and do-no-harm practices. Capture accurate, structured notes of each session: key discussion points, evidence shared, recommendations, points of divergence, and questions raised. Capture, in real time, emerging outcomes and commitments with particular attention to Day 1 workshop outputs and governance discussions, and Day 2 private sector commitment pledges and the forum outcome declaration. Conduct a short daily debrief with the ABAAD focal point to flag preliminary observations, emerging outcomes and any issues requiring attention. Phase 3 Analysis & Learning Document (after the forum) Consolidate all session notes and monitoring observations into a single, coherent evidence base. Formulate, verify and substantiate harvested outcomes (outcome statement, significance, and the forums contribution) by triangulating session evidence, documented commitments and forum outputs, and, where relevant, brief validation with ABAAD and the stakeholders concerned. Prepare a draft learning document and integrate one consolidated round of feedback from ABAAD. Deliver the final learning document with all agreed annexes (session notes, outcomes register, and participation data). screenshot_2026-08-21_133539.png Rapporteur Team RequirementGiven the parallel structure of the forum, the assignment requires a team of no fewer than four (4) qualified rapporteurs, coordinated by a Lead Consultant. The Lead Consultant is responsible for the overall methodology, quality assurance, outcome harvesting, and authorship of the learning document, and must be physically present throughout both forum days to oversee session coverage, coordinate and supervise the rapporteur team, and lead the real-time capture of outcomes. Rapporteurs must be able to follow and accurately capture nuanced technical and policy discussions and must be fluent in both Arabic and English. The team must be deployed so that every plenary and every parallel session is covered without gaps.Skills Required Lead Consultant / Firm Demonstrated expertise in monitoring, evaluation, accountability and learning (MEAL), third party monitoring, and outcome harvesting methodologies. Proven experience monitoring and reporting on high-level convenings, conferences or multi-stakeholder forums. Strong familiarity with the safeguarding / PSEA / GBV sector and survivor-centered approaches. Excellent analytical skills and a track record of producing high-quality learning documents and reports in English. Ability to manage a rapporteur team and deliver under tight timelines. Rapporteur Team Minimum of four rapporteurs with proven notetaking / rapporteuring experience, ideally in the humanitarian, development or safeguarding sectors. Fluency in Arabic and English. Understanding of confidentiality, data protection, and do-no-harm principles as applied to sensitive safeguarding discussions. Methodology The applicant is expected to propose a methodology that combines third party monitoring (independent, structured observation against the forums objectives and agenda) with outcome harvesting (identifying and substantiating emergent outcomes and commitments). The final methodology and tools will be agreed-upon with ABAAD during the inception phase. All approaches must uphold survivor-centered, confidentiality and do-no-harm principles. Financial Arrangements The budget should cover all professional fees for the Lead Consultant and the minimum of four rapporteurs, applicable taxes, transportation, and all costs associated with preparing and delivering the agreed deliverables. Applicants must submit a financial proposal within this amount, with a clear breakdown of fees and costs.
