Aug 2026 Intervention Sector(s): Human Rights & Protection Remuneration range: > 6000 (USD) Duration of Contract: Ends 30 June 2027 The Alawite Islamic Charity Association (AICA) invites qualified individual licensed lawyers to submit offers for two Legal Consultant assignments under the SPEAC Project. The selected consultants will provide accessible, confidential, free, and protection-sensitive legal services to eligible project participants in Tripoli, North Lebanon, and Akkar. Services may include individual legal counselling, legal-information sessions and clinics, civil documentation and registration support, residency and administrative legal guidance, family and personal-status matters, housing, land, property and eviction-related matters, preparation and review of legal or administrative documents, safe legal referrals, and authorized accompaniment or legal representation where required and approved. Each consultant may provide up to 145 accepted billable hours from the date of contract signature until 30 June 2027. No minimum number of hours is guaranteed. Applicants must hold a recognized Law degree, maintain a current valid Lebanese Bar Association registration/licence, be legally authorized to practice in Lebanon, be fluent in Arabic, and be available to work in North Lebanon and Akkar. Relevant humanitarian legal-aid or protection experience, experience with vulnerable populations, working English, and familiarity with North Lebanon or Akkar are considered advantages. Offers will be evaluated on a 70% technical / 30% financial basis. Applicants must achieve a minimum technical score of 49/70 before their financial offers are evaluated. Selection will consider compliance, technical capacity, relevant experience, safeguarding and confidentiality standards, professional conduct, availability, and overall value for money. AICA intends to award two separate consultancy contracts to the two highest-ranked eligible applicants, subject to due diligence and completion of the procurement process. Each applicant may receive only one contract. No award is final and no work may begin until a written consultancy agreement is signed by AICA and the selected consultant. The financial submission must include the completed Financial Offer Form, proposed all-inclusive hourly rate in USD, maximum total amount for up to 145 hours, applicable tax information, and offer-validity period.
