Expression of Interest For Consulting Firm Tracer Studies Of Trainees

Tenders are invited for Consulting Firm Tracer Studies of Trainees from Skills Development Programs Awarded by SDF The general objective of this tracer study is to verify key performance indicators (KPIs) and to collect feedback from the graduated trainees financed by the SDF under the Outputs 2 and 3 of the SFESDP. The specific objectives of this assignment have two main purposes: i) To assess employment outcomes and employer satisfaction of SDF-financed training graduates, and identify implications for improving training providers and training program design, and ii) To validate the KPIs of the SDF-funded skills training projects. The duration of this assignment shall be completed within 27 months between April 2027 to June 2029 after commencement. This assignment has two main tasks as follows: Task 1. Analysis of feedback from the graduated trainees and employers on the training providers and training programs Conduct trainee surveys to collect qualitative and quantitative feedback on training providers and training programs. Conduct employer surveys to collect qualitative and quantitative feedback on the training providers and training programs and utilization of technical and soft skills in the workplace, including but not limited to i). skills attained by trainees, ii). soft skills, work attitudes, and workplace readiness, iii). relevance of training to industry-specific skills requirements, and iv). overall employer satisfaction with trainee performance. Identify skills gaps, strengths, and areas requiring improvement based on employer responses. Identify employers skills demand over the next one-year period and assess their willingness to engage in training partnership. Document key findings and lessons learned, including differences across sectors and training types, and provide actionable recommendations to enhance training relevance and outcomes. Task 2. Verification of KPIs for awarded skills training projects Verify the KPIs of training projects. The awarded skills training projects comprise two types of training including pre-employment training and upskilling training. All projects are required to meet the KPIs specified in Table 1. Based on the training completion report, verification of KPIs shall be conducted by individual skills courses and by type of training of each training project. Prepare KPIs verification reports for each individual skills course assessed and document compliance with agreed performance targets. Assess completion rate and relevance of employment to the skills acquired. Analyze employment status, employment retention and salary increases for upskilled trainees, and compare the status between pre- and post- training. Analyze employment status, time-to-employment and salary of pre-employment trainees. Identify and record any abnormal findings, deviations, or non-compliance observed during the verification process, and provide practical recommendations for improvement. The method of selecting the consulting firm will be procured using the Asian Development Banks (ADB) Quality- and Cost-Based Selection (QCBS) method with a quality-cost ratio of 80:20, applying the Simplified Technical Proposal (STP) procedure.
