Expression of Interest for Strengthening Institutional Capacity and Financial System Stability Indonesias financial system has grown in size and complexity, increasing its exposure to systemic risks. The P2SK Law (Law No. 4 of 2023) constitutes a major reform of the legal and institutional framework for financial sector governance, but its effectiveness depends on the quality of implementing Government Regulations. Gaps in these regulations risk legal ambiguity, overlapping institutional mandates, and weakened crisis response. To address this, the Directorate General for Financial Sector Stability and Development (DJSPSK) of the Ministry of Finance seeks technical assistance (TA) to review and refine Draft Government Regulations mandated under the P2SK Law. The assignment covers three components: (TA-1) government authority and governance in crisis management; (TA-2) frameworks for LPS surplus, liquidity management, and government lending; and (TA-3) financial sector human resources development. This is a time-bound, advisory engagement limited to document review and technical recommendations. The counterpart is a sovereign government ministry. The engagement does not involve access to sensitive personal data, critical systems, or confidential financial information beyond what is required for the technical review.
