Expression of Interest for Research on Perceptions of Metropolitan Mobility in Montevideo This procurement consists of consulting services for the design and execution of a perception research study aimed at understanding how different audiences experience current metropolitan mobility in Montevideo and its metropolitan area, and how they perceive the planned transformation of the Metropolitan Transport System under the Metropolitan Mobility Project. The research will assess expectations, concerns, needs, and pain points across audience segments, and identify differences in knowledge levels, information gaps, misunderstandings, and potential sources of concern or resistance related to the projects main components and interventions. The assignment will produce analytical and operational evidence, conclusions, and recommendations to inform project management and stakeholder engagement. It explicitly excludes the development of a communication strategy, participation plan, or relationship roadmap, as the research findings are intended to serve as an evidence base for those subsequent instruments.
