Request For Proposals For Development Of A Feasibility Study In Scaling-Up Swine Manure Biogas Production From Smallholder Farmers In The Philippines. Description : Gggi Philippines Country Office Is Inviting Eligible Consulting Firms Or A Consortium Of Firms To Submit Their Proposals For The Following Scope Of Work: Project Background: Gggi Is Implementing The Asean-Korea Cooperation For Methane Mitigation (Akcmm) Project, A Three-Year Grant Initiative Funded By The Asean-Korea Cooperation Fund (Akcf). This Project Aims To Support Methane Mitigation In The Asean Region, Including The Philippines, Through Four (4) Outputs: (1) Developing Enabling Policies And Institutions; (2) Improving The Measurement Of Methane Emissions; (3) Designing, Financing, And Implementing Methane Reduction Projects, And (4) Promoting Regional Dialogue And Partnership. The Akcmm Project Is The First Project Being Implemented Under The Partnership For Asean-Rok Methane Action (Parma), Which Is A Regional Initiative Aimed At Supporting Methane Action At Scale In The Asean Countries, Focusing Specifically On Facilitating The Development Of Methane Reduction Projects And Building Capacity On Methane Action. In The Philippines, The Akcmm Project Was Launched In May 2025 With The Department Of Environment And Natural Resources (Denr) As The Main Implementing Partner Agency Through Its Representation To The Asean Working Group On Climate Change (Awgcc). Overall, The Project Is Being Implemented Through The Methane Reduction Committee (Mrc), Which Serves As The Main National Decision-Making Body Responsible For Project Oversight, Output Validation, Project Adjustments, And The Selection Of Priority Sectors And Interventions. The Mrc Is Composed Of Denr As The Chairperson, The Climate Change Commission (Ccc) As The Co-Chairperson, With The Department Of Agriculture (Da), Department Of Energy (Doe), Department Of Science And Technology (Dost), And The National Irrigation Administration (Nia) As The Core Members. Assignment Objective: Gggi Aims To Engage A Qualified Firm (Hereinafter Referred To As The Consultant) Specifically To Develop Of A Feasibility Study (Fs) That Shall Focus On Scaling-Up The Current Intervention Of The Philippine Government Through The Da-Bureau Of Animal Industry (Bai) In Utilizing Swine Manure For Biogas Production In Smallholder Farms Under The National Animal Waste Resource Management Program (Nawrmp) By Developing Clear Business Models (At Least Two Options) And Identifying Enabling Critical Factors For Its Sustainable Operations.
