Tenders are invited for Value Chain Assessment - Honey and Dairy. Service Location: Hebron, Jericho, Nablus, Tubas 1. Background The project will strengthen climate-resilient agricultural production, productive infrastructure, and market-oriented agrifood value chains in Jericho and the Jordan Valley and Hebron. It will improve livelihoods, income, food security, and market access for more than 2,000 vulnerable farming households and 12 agrifood cooperatives, in coordination with the Land Research Center (LRC). Honey and dairy have been identified as priority value chains because of their potential to improve cooperative performance, create value through processing and quality upgrading, strengthen buyer relationships, and expand market access. The assessment will guide investments in processing-facility rehabilitation, equipment, food safety, certification, market linkage, trade promotion, and digital market integration. 2. Overall Objective To conduct a practical, market-systems-oriented assessment of the honey and dairy value chains in Jericho and the Jordan Valley, and to produce a prioritized, implementable Value Chain Development and Market Systems Action Plan that directly informs project implementation through December 2027. 3. Specific Objectives Map the structure, actors, product flows, volumes, service providers, end markets, and governance arrangements of the honey and dairy value chains. Assess production, collection, processing, packaging, cold-chain, storage, transport, quality assurance, food safety, certification, branding, and marketing constraints and opportunities. Assess the capacities, assets, business models, governance, financial management, and upgrading needs of the 12 targeted dairy and honey cooperatives. Identify viable opportunities for market expansion, buyer-cooperative matching, aggregation, product diversification, trade promotion, and digital market integration. Develop prioritized investments and interventions that support climate resilience, food safety, productivity, inclusive employment, and sustainable cooperative business performance. Establish a practical monitoring framework with baseline indicators, targets, data sources, risks, and assumptions for project value-chain interventions. Assess market demand, buyer requirements, financing gaps, standards compliance, logistics, certification potential, and digitalization opportunities so that recommendations are demand-driven and investment-ready. Develop a ranked portfolio of cooperative- and value-chain-level investments, supported by business cases and a phased implementation pathway that can inform WFP, LRC, and partner funding decisions. 4. Submission of Proposals Interested bidders shall submit two separate proposals: a Technical Proposal and a Financial Proposal. Each proposal shall be placed in a separate, sealed and stamped envelope, clearly marked Technical Proposal or Financial Proposal, as applicable. The two sealed envelopes shall then be placed together in one outer sealed and stamped envelope, clearly marked with the details of the proposal and the name of the bidder.
