Location: Kigali Deadline: Sunday, 06/09/2026 23:59 Introduction: The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZs portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region. 1. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region. 2. Background Since December 2022, the German technical cooperation (GIZ (Gesellschaft für Internationale Zusammenarbeit)) has been providing support to the Rwanda Mines, Petroleum and Gas Board (RMB) and key players (academia and industry) in the mining sector to implement the second phase of the Project of Sustainable Development of the Mining Sector in Rwanda under the financial support from the European Union (EU) Delegation to Rwanda and BMZ. The project was extended to end in October 2026. This co-financing covers four outputs namely (1) enhancing compliance with responsible mineral sourcing standards, (2) support digitalization / operationalization of mining sector services; (3) strengthen provision of TVET skills and training on mining; and (4) improve application of international social and environmental protection standards. In outputs 3&4 of the Sustainable Development of the Mining Sector in Rwanda Project, different trainings on key identified areas of focus such as occupational health and safety in mining, Environmental Regulations and compliance in Mining, mineral Processing Practice, and Blasting in Mining and Quarrying have been developed and successfully delivered. In addition to these special training, a BTech curriculum was developed and delivered, first cohort graduated 44 students at RP Kigali College, and the second cohort enrolled 43 BTech candidates. It is now time for assessing how satisfied our beneficiaries and their employers are after the trainings, and how occupational health and safety (OHS) and Environmental and Social Protection standards are being applied in daily activities and in mining operations in the mining companies for which we trained mine workers and engineers. It is against this background that GIZ is hiring a qualified individual/company to conduct a tracer survey and come up statistical and narrative reports on the employment satisfaction, as well as the shift that was made after the trainings completed in sequence from October 2025 (the date of completion of the last training) up to September 2026 to define the period of application of acquired knowledge, skills and attitudes in employees daily life in the mines. GIZ shall hire the contractor for the anticipated contract term, from 01st September to 30 October 2026.If the performance period is to differ from the contract term, the services described in Section 4 shall be provided until 3. Tasks to be performed by the contractor 3.1 Specific objectives Evaluate Beneficiary and Employer Satisfaction: The consultant shall measure the perceived value and quality of the training programs delivered between October 2025 and June 2026. This will include assessing the level of satisfaction among 381 trained mine workers and engineers regarding the relevance and delivery of the five key modules (OHS, Regulations, Processing, Blasting, and Drilling) and the 34 BTech graduates, and gauging employer satisfaction regarding the competence and performance of their staff following the training interventions. Assess Knowledge Transfer and Skill Application: The consultant shall determine how effectively the acquired knowledge, skills, and attitudes (KSA) are being utilized in daily mining operations through measuring the extent to which technical skills in mineral processing, blasting, OHS, Environment and drilling are being applied in the field, and Identifying specific "shifts" or improvements in work efficiency and technical accuracy attributable to the training. Measure Compliance with OHS and Environmental Standards (103 In-company Trainers surveyed): The consultant shall verify the practical implementation of safety and sustainability protocols within the partner mining companies through evaluating the adoption of Occupational Health and Safety (OHS) standards in daily mining operations and monitoring the level of compliance with Environmental Regulations and Social Protection standards within the operational sites. Analyse Employment and Professional Growth: The consultant shall track the professional trajectory of the beneficiaries post-training by determining if the training contributed to job retention, promotions, or increased responsibilities for the participants and providing a statistical breakdown of employment status and career progression since the completion of the training cycle. Note on Personal Data Protection: This activity might involve the processing of personal data. In this case, the consultant and/or the enumerators shall abide by the GIZ data protection guidelines when dealing with personal data in both material and territorial scopes of application. Therefore, compliance with the criteria and protection requirements of European data protection legislation in the interest of strengthening civil rights constitutes an added value for the partners (stakeholders and consultants). This means that the signed consent of data subjects on data collection and processing shall be used. 3.2 Deliverables The main objective of the consultancy is to conduct a tracer study on employment status among graduated students of the first batch of BTech at RP Kigali College, the miners who were trained in the short courses for unskilled miners, and the application of OHS and Environmental and Social Protection standards in the sampled mining companies.
