Background and Rationale: In a context marked by recurrent crises and natural disasters and the risk of sudden disruptions (health, social, humanitarian or migratory), the 2 consortia PROSAM 2 and XENIA, under the supervision of Médecins du Monde (MdM), wish to strengthen their emergency preparedness and response capacity at the national level. Capitalizing on the lessons learned and experiences from phase 1 of PROSAM, and the other experiences acquired by the actors in the field and within the framework of the XENIA and PROSAM 2 projects (Extreme Cold Crisis Oriental), the consortia aim to structure an operational and coordinated response framework. As such, the emergency response will have to be designed and implemented within a common framework and in a logic of coordination and complementarity with the other projects funded by the European Union within the framework of the Programme "Improving access to protection and sustainable integration of migrants in Morocco", namely: The "Migratory Voices, Migrant Voices" (VM2) project, led by a consortium composed of Handicap International, Maroc Solidarité Médico-Sociale (MS2), Migrations & Développement (MD) and the Orient-Occident Foundation (FOO); The project "Assistance, Resilience and Protection for the Integration of Migrants and the Promotion of Social Cohesion in Morocco", led by a consortium composed of Entreculturas, the Association for the Fight against AIDS (ALCS), Association for the Protection of Children and Awareness of the Family, Diocesan Delegation for Migration (DDM), Law & Justice (DJ). This coordination should guarantee the complementarity and synergy of interventions, the overall coherence of the response and the optimization of the resources mobilized. This common framework should allow for the rapid and effective deployment of multisectoral interventions (health, social assistance, shelter, etc.) in order to respond in a holistic and coordinated manner to the needs of the affected populations, including in regions not currently covered by the interventions of the 4 consortia (3 consortia under DUE funding, including 1 MDM, and 1 XENIA MDM consortium). With this in mind, MdM, lead of the PROSAM 2 and XENIA consortiums, plans to recruit an external consultant to design this emergency preparedness and response framework. With the coordination of MDM, this framework will be designed in close collaboration with the members of the PROSAM 2 consortium and the XENIA consortium as well as the partners of the consortia led by Handicap International and Entreculturas, i.e. 12 civil society organisations (Moroccan and international) in total. 2. Presentation of projects and partners: 2.1 Presentation of the PROSAM project: The PROSAM 2 project is a programme implemented by a consortium of national and international organisations, aimed at improving access to essential and quality services for populations in vulnerable situations, through an integrated and multisectoral approach. The project intervenes in particular in the fields of health, social assistance, protection and housing, with particular attention paid to populations affected by crises, disruptions in context or emergency situations. The PROSAM 2 project is a continuation of the PROSAM 1 project, which was completed on 30 March 2024 after 40 months of implementation. Phase 1 of the PROSAM project has made it possible to develop pilot experiences, coordination mechanisms and operational practices that today constitute an important basis for strengthening a structured, coherent and larger-scale emergency response. The PROSAM 2 project is implemented for a period of 42 months (01/01/2025 - 30/06/2028) in four regions: Rabat-Salé-Kenitra and Oriental from the first year of the project (2025) and Beni-Mellal-Kenitra and Fez-Meknes from the second year of the project (2026). 2.2 Presentation of the XENIA project: The Xenia project is a 3-year regional initiative implemented by Médecins du Monde Belgium in Morocco and Tunisia, with the support of the Ministry of Foreign Affairs of the Kingdom of the Netherlands. Aimed at meeting the needs of mobile people and host communities, the project is structured around three complementary intervention strategies: (1) strengthening the organizational, technical and coordination capacities of partner civil society organizations; (2) the holistic care of vulnerable people through cascade grants to local partners and the strengthening of referral mechanisms; and (3) the effective participation of the populations concerned and the influence of policies at the local, regional and transnational levels through advocacy actions. The project is rooted in the principles of equitable partnership and has a strong mutual learning component, as well as a crisis response component. The XENIA project is implemented for a period of 36 months (01/01/2024 - 31/03/2027) in six regions: Rabat-Salé-Kenitra, Oriental, Marrakech-Safi, Fez-Meknes from the second year of the project (2025) and then Tangier-Tetouan- Al Hoceima and Souss-Massa from the third year of the project (2026). 2.3 Consortia and partners: The PROSAM 2 project is implemented by Médecins du Monde Belgique (MdM-BE) in consortium with Maroc Solidarité Médico-Sociale (MS2), the Association for the Fight Against AIDS (ALCS), Law and Justice (DJ) and the European Committee for Training and Agriculture (CEFA). It aims to strengthen the protection and resilience of migrants and Moroccans in vulnerable situations through integrated medico-psycho-social care, as well as the promotion of human rights and social cohesion. As part of the XENIA project, Médecins du Monde Belgique (MdM-BE) is implementing its activities in partnership with Maroc Solidarité Médico-Sociale (MS2), the Association for the Fight Against AIDS (ALCS), Law and Justice (DJ), the Anti-Racist Group for the Support and Defence of Foreigners and Migrants (GADEM), the Orient-Occident Foundation (FOO) and the Diocesan Delegation for Migration (DDM). 3. General objective of the consultancy: Develop a national framework for a multisectoral emergency response enabling the PROSAM 2, XENIA, VM2 and Entreculturas consortia to deploy coordinated, rapid interventions adapted to the needs of affected populations, in the event of a disruption of context and humanitarian crisis. 4. Specific objectives: Define a common framework for understanding and qualifying emergency situations, establishing clear criteria based on recurrent humanitarian situations and crises observed in the field and on the experience of project partners. To set up an alert and contextual monitoring system, specifying the framework, the methods of monitoring, analysis and reporting of information. To structure an integrated emergency response architecture, articulating in a coordinated manner the health, social assistance and shelter sectors. Develop harmonized emergency protocols and standard operating procedures (SOPs) to improve response coordination, applicable at the national level and adapted to operational realities and partners capacities and expertise. Propose operational mechanisms for coordination, communication and resource management, between consortia and with external actors involved in the emergency response. Define the modalities of collaboration and articulation with civil society actors as well as with national and local stakeholders, in particular with the PNPM platform (National Platform for the Protection of Migrants) Capitalize on the achievements, good practices and lessons learned from PROSAM Phase 1 and the experiences of other consortia and actors in order to strengthen the relevance and operationality of the response framework. Conduct a training course for the teams of the three consortia on emergency preparedness and response, which will establish the common framework for emergency preparedness and response. The logistical costs of this training will be covered by MDM. 5. Scope of the assignment and tasks of the consultant: Under the supervision of MdM, and in close consultation with the VM2 and Entreculturas consortia as well as the XENIA project partners, the consultant will be responsible for: Literature and Background Review: Review of existing documents (emergency preparedness plan, PROSAM phase 1 and 2 reports, XENIA reports and Handicap International, Entreculturas, relevant national frameworks, etc.). Analysis of emergency response mechanisms in Morocco by national and international actors, and identification of the main gaps, with a focus on migrant populations and vulnerable categories of host communities. Analysis of the current emergency response mechanisms of the consortia and identification of strengths and gaps. Stakeholder consultation: Interviews and/or workshops with MdM, Handicap International, Entreculturas and the members of the consortia as well as with key actors of civil society (including the Moroccan Red Crescent, relevant institutions, and international organizations present in Morocco (e.g. DUE, UNHCR, IOM, French Red Cross, CARE etc...) Design of the Multisectoral Response Framework: Definition of scenarios for breaking the context and the associated response methods. Identify priority geographical areas and target populations, and themes for intervention with consortia partners. Development of clear emergency protocols and SOPs, including the roles and responsibilities of the various actors.
