Conducting A Strategic Environmental Investigation In The Framework Of The Project Preliminary Flood Risk Assessment, Hazard And Risk Maps, Second Review Of Risk Management Plans And Performance Of Related Tasks (Kehop_Plusz-1.2.21-24-2024-00001). Task Description: The Reason For The Procurement: The Need To Carry Out The Strategic Environmental Assessment Was Determined By The Liii Of 1995 On The General Rules For The Protection Of The Environment. § 43 (4) Of The Act And Act No. 2/2005 On The Environmental Assessment Of Individual Plans And Programs. (I.11.) Prescribed By Government Decree. Annex No. 1 Of The Referenced Government Decree Names The National Concept Of Water Management And National Programs Among The Plans And Programs Obliged To Carry Out An Environmental Investigation. The Environmental Assessment Is Part Of The Plan Or Program Development, Negotiation And Acceptance Process. The Purpose Of The Procurement: The Flood Directive Stipulates A Review Obligation To Be Repeated Every 6 Years, The Work Of Which Is Carried Out By Hungary In The Framework Of The Project The Preliminary Flood Risk Assessment, The Hazard And Risk Maps, The Second Review Of The Risk Management Plans And The Completion Of Related Tasks, No. Kehop Plusz-1.2.21-24-2024-00001 (Abbreviated: Ákk5). In Order To Review And Update The Methodology, The Hazard And Risk Maps And The Risk Management Plan For The Second Time, A Strategic Environmental Assessment (Hereafter: Skv) Of The Flood Protection Engineering Planning Tasks To Be Carried Out Is Required. The Purpose Of The Skv Is To Influence The Preparation Of The Plans And Concepts That Are Its Subject, In Order To Ensure That Environmental Aspects Can Be Applied At The Earliest Stage Of Planning. The Customers Interest And Demand, That The Process Of Preparing The Skv Should Take Place In Parallel With The Preparation Of The Plan, Should Be Answered In A Meaningful Way, So That It Is Possible To Make It As Acceptable As Possible. In The Optimal Case, The Environmental Assessment Is Prepared Together With The Plan, Thus Promoting The Enforcement Of Environmental Protection Interests. As Part Of The Environmental Assessment, It Is Necessary To Prepare An Environmental Assessment, Which Identifies, Describes And Evaluates The Expected Significant Environmental Effects Of The Implementation Of The Plan Or Program, As Well As Their Reasonable Versions That Take Into Account Their Goals And Geographical Extent. No Plan Or Program Can Be Presented Without An Environmental Assessment. The Aim Of The Skv Is To, By Including The Opinions Of The Experts Responsible For Environmental Protection And The Stakeholders During The Preparation And Planning Process: - Improve The Quality Of The Planning Documents, The Environmental Efficiency, Effectiveness And Consistency Of The Measures From An Environmental Point Of View, - Help Reduce And Eliminate Any Adverse Environmental Effects Of The Plan, - Increase The Expected Positive Environmental Effects Of The Plan, Strengthen Its Effectiveness, - Help. So That Institutional Harmony And Integration Can Be Created Between Different Sectors, - Ensure The Validity Of The Aspects Of Fairness And Public Participation
