The Statutory Collection Mandate Of The German National Library (Dnb) Covers All Written, Visual And Audio Publications That Have Been Published In Germany Since 1913, In German, As Translations From German Or About Germany. This Also Includes The Collection, Listing And Archiving Of All Daily Newspapers Published In Germany (See Also Https://Www.Dnb.De/Sammelvertrag). The Dnb Offers Newspaper Publishers The Opportunity To Fulfill The Mandatory Delivery Of Daily Newspapers By Providing True-To-Layout E-Paper Editions In Pdf Format For Automated Collection. All Publications That Are Delivered To The Dnb Must Generally Correspond To The Original Publication In Terms Of Both Content And Format. To Ensure Long-Term Archiving, They Must Not Be Password And/Or Copy Protected. After Initial Configuration Of The Automated Collection Processes, The Dnb Collects The E-Paper Issues From The Publishing Servers On A Daily Basis. It Uses The Epapermanager From Outermedia Gmbh As The Software System. The System Has Been Tried And Tested Over A Long Period Of Time And Is Continuously Adapted To The State Of The Art. At The End Of 2025, The E-Paper Collection Included 1,169 Current Newspaper Titles; In Total, The Dnb Collected And Archived Around 340,000 Daily Issues In 2025. On This Basis, The Dnb Intends To Re-Outsource The Services Described Below For Quality Assurance Of The Automated E-Paper Collection As A Service From February 1, 2027 For A Period Of Two Years. The Dnb Also Reserves The Option Of Extending The Contract Twice By 24 Months Each. The Advertised Service Includes The Following Tasks:  Continuous Monitoring And Adjustment Of All Processes Of The Ongoing E-Paper Collection With The Aim Of The Complete And Error-Free Collection Of All Daily Issues And, If Necessary, Manual Collection Of Individual Daily Issues In The Event Of An Error, As Well As  Adjustment Of The Scope Of The E-Paper Collection And Maintenance Of Individual Title Configurations Upon Request By The Dnb (I.E.: Initial Configuration Of New Daily Newspapers To Be Collected, Reconfiguration Of Titles That Have Already Been Collected Due To Changes, Decommissioning Of Titles That Are No Longer Published Title). The Contractor Is Also Obliged To Provide, Set Up And Operate A Task Management System Based On Jira (Https://Www.Atlassian.Com/De/Software/Jira). The Epaper Manager Uses The Jira Mail Interface As A System Interface To Address And Manage Error Messages. Jira Must Be Configured So That Incoming Emails Are Regularly Queried And Converted Into Jira Tickets. It Must Be Possible For All People Involved At The Contractor And The Dnb To Edit Jira Tickets In The Task Management System And, If Necessary, To Create New Tickets.
