Background and Context As part of the implementation of the National Framework for Municipal Climate Action, IndyACT under the Strengthening and Networking for Municipal Climate Protection Measures project supported by the IKI Small Grants Programme is launching this consultancy focused on the design and implementation of a targeted social media campaign to further enhance and extend municipal outreach. This consultancy contributes to the Mainstreaming municipal climate action and promoting the Municipal Climate Action Framework. Once the Framework is officially launched at the national level, municipalities across Lebanon must be reached, informed, and encouraged to sign up. To do so, a social media campaign is needed to attract municipalities and other relevant stakeholders to the Framework online platform. The social media campaign is expected to: Extend awareness and reach of the Framework nationwide. Target municipal authorities through tailored content on relevant social media platforms (namely Facebook and Instagram) Support overall visibility of the project and its partners. 2. Objective of the Consultancy The objective of this consultancy is to contract a professional advertising or social media agency to: Develop an online platform (a new section) for the Framework under the Lebanon Climate Act website (www.lebanonclimateact.com). Develop and implement a targeted social media campaign promoting the Municipal Climate Action Framework to municipalities and local authorities and attract them towards the online platform. Produce tailored digital materials (visuals, videos, reels, etc.) aligned with the projects communication guidelines and the Frameworks purpose, with content in both Arabic and English to ensure accessibility for the target audience. Increase awareness and engagement on municipal climate action. Incorporate inclusive and community-responsive messaging that enhances the participation of women, youth and marginalized groups in municipal climate decision-making. 3. Scope of Services The service provider will be responsible for a complete end-to-end social media campaign, including strategy, online platform (new webpages), content creation, and reporting. Social Media Strategy & Planning The service provider will: Develop a targeted campaign strategy focusing on municipalities, local authorities, and local decision-makers. Identify the optimal approach for relevant social media platforms, namely Facebook and Instagram, including audience segmentation, targeting, and paid advertising. Propose a content calendar covering promotion before, during, and after the Framework launch event. Integrate gender-sensitive framing and inclusive messaging. 2. Content Development & Production The service provider will produce all necessary campaign assets including, but not limited to: Online platform (new webpages under the LCA website) for the Municipal Climate Framework. Social media posts, visuals, infographics, and templates. Short videos, reels, or a documentary-style video introducing the Framework. Adaptation of all produced content to the appropriate formats and specifications for Facebook, Instagram, and any additional platforms identified as relevant for reaching the target municipal audience. Messaging tailored to municipal audiences. Designing, editing, and formatting materials according to project branding guidelines. Ensure that all produced content is gender-responsive and inclusive, representing women, youth, marginalized groups, and minority communities, and highlighting their roles in municipal climate action. 3. Campaign Implementation The service provider will: Develop a user-friendly online platform for the Framework (new webpages under the LCA website). Manage ad placements and paid promotion to maximize reach among targeted municipalities. Handle scheduling, posting, and boosting content over the campaign period. Coordinate with IndyACT and -where needed- project partners to ensure aligned dissemination through their channels (social media, WhatsApp groups, etc.). Monitor the reach and engagement of inclusive content addressing women, youth, and marginalized groups, and adjust campaign targeting based on performance analytics to strengthen their visibility and participation. 1.4 Visibility, Branding, and Compliance The service provider must: Ensure that all products comply with the projects visibility guidelines and branding requirements. Include partner logos and acknowledgment statements where necessary. Maintain high ethical standards and ensure respectful and inclusive representation, particularly regarding gender. 4. Deliverables The service provider is expected to produce the following deliverables: 4.1. Campaign Strategy Document including: Online platform structure and design (new webpages under the LCA website). targeting methodology, content plan, and key performance indicators (KPIs) for assessing campaign performance and impact, including metrics related to reach, engagement, audience interaction, and inclusivity of target groups. An approach for integrating inclusive, community-responsive messaging that addresses women, youth, and marginalized groups. 4.2 Complete package of produced digital content, (in both, English & Arabic languages) including: Inclusive content reflecting women, youth, marginalized populations, and minority communities. At least one high-quality video (documentary-style or reel format) Visuals, infographics, and social media post designs Caption texts and messaging guidelines 4.3 Implementation of the social media campaign over the defined period. 4.4 Boosted ads and paid visibility reports, including reach, impressions, and engagement metrics. 4.5 Final Campaign Report, including: A summary of activities, analytics, lessons learned, and recommendations An analysis of how the campaign performed in reaching and engaging target audience. The deliverables under this assignment are summarized in the table below, following the sequence of the assignment cycle from strategy development to implementation and final reporting. All deliverables are subject to review and approval by IndyACT prior to final acceptance. Compliance and Legal Considerations The service provider must comply with applicable digital marketing, data protection, and communications regulations in Lebanon. All produced material must respect copyright rules, and usage rights must be transferred to IndyACT for unrestricted future non-commercial use. 6. Duration of the Consultancy Three months, starting from contract signature. The consultancy duration covers the preparation, roll-out, and monitoring of the targeted social media campaign, which will be implemented in alignment with the official launch of the Municipal Climate Action Framework. 7. Consultant Profile Only applications from institutions/companies will be accepted; individual consultants are not eligible for this assignment. The applying service provider must demonstrate experience in NGO related communications, and national-scale outreach campaigns, such as environmental and social issues (non-commercial). Company Eligibility Requirements: The applying company/institution must meet the following minimum requirements: Legally registered in Lebanon, with valid registration documents (proof of legal status must be provided as proof). Demonstrated organizational capacity to manage and deliver assignments of similar scale, including administrative, financial, and reporting systems. At least 3 years of experience in similar projects. A minimum average annual turnover of 50,000 USD over the last three years. At least 3 projects in NGO related outreach communication campaigns. Demonstrated ability to effectively reach diverse target audiences, including engagement with municipalities. Strong data management, coordination, and reporting capacities.
