Tenders are invited for Consultancy Service for ERP Support - NLWE & SLWE. Closing Date: Wednesday, 09. Sep 2026 Intervention Sector(s): Water sanitation and hygiene Remuneration range: > 6000 (USD) Duration of Contract: 15/09/2026 until 14/08/2027 GIZ WAMA+ is contributing to the efforts to achieve good governance in the Lebanese water sector. In a close partnership with our political partner the Ministry of Energy and Water (MoEW) and the four regional water establishments, WAMA+ works vigorously towards ensuring the provision of safe, reliable and affordable water and wastewater services to the Lebanese population. Hence, WAMA Plus will have 5 Outputs: Enhancing the ability of the Water Establishments to respond to crises by improving access to basic water services to vulnerable communities - small-scale infrastructure packages (Bekaa Water Establishment (BWE) and Beirut Mount Lebanon water establishment (BMLWE). Improving the management of the non-revenue water (NRW): implementing scalable Jbeil pilot intervention with BMLWE and supporting MoEW with drafting national guidelines for non-revenue water. Supporting the four regional water establishments in assuming responsibility for wastewater collection and treatment. Two outputs - EU Cofinancing: Water Establishments have the capacity to monitor water production volumes: flow volumes of 400 bulk sources are measured and transmitted to central information systems to monitor water production at the level of MoEW and the WEs. Water Establishments are capacitated to manage their user records; 800,000 subscribers records will be updated and digitalised as the four Water Establishments will be supported in using digitalised systems for user records management. The objectives of the services to be tendered can be summarized as follows: Due to the ongoing crisis in Lebanon, the water sector faces a critical gap in technical support for its ERP systems. While a separate third-party contractor is tasked with the core system upgrade from Microsoft Dynamics NAV (C/AL) to Business Central (AL), WAMA+ requires a dedicated Technical Consultant. This consultant will provide targeted assistance, implement localized customizations, and ensure long-term sustainability, data integrity, and user autonomy within the following two establishments: NLWE and SLWE.
